Cocky and self-centered, Reese has good reason to throw his weight around Powers Division. Of all of Marauder's Top Dogs none have risen higher or faster than him. No other Powers Division member can match Reese's strength, skill, and cunning, a point he makes abundantly clear with the broken bodies of those who would dare challenge him. (From the mission The Past Revisited given by Transmuter.)

Look who it is! Kaisan, talk of the town. Heard all the things about you.
You think you're tough? Got a news flash for you. Me, I'm years beyond what you'll ever be. Name's Reese.
You think just 'cause you take down a few rogue robots and make yourself look good that you really got what it takes?
That you're better than me?
You're not.
If we're gonna work together, you should know right away, you work for me. Got it?

I think it's great that some sort of lower-class person like you thinks they can go toe-to-toe with the higher ups like me. I'm done standing around and talking though. We've got a job to do.

Or rather, you've got a job to do. The people may want to see more of you, but it's time for us to get down to the business of protecting Praetoria.

You can sense Reese doesn't care much about actually protecting Praetoria. He thinks you'll be 'working' for him - which is pure fantasy, of course. Given his high position within Marauder's Top Dogs, you should play along for now and wait for the chance to strike. Reese will no doubt try to make a move to take you down - that's when you'll be able to beat him at his own game.
