How to Get
Scrooge was initially earned by completing the mission to Steal Presents bound for Paragon City assigned by Operative Karl, Operative Franco, or Operative Gruber during the Winter Event 2005.
It is also available for purchase from the Candy Keeper for 25 Candy Canes and 30,000 inf.
