Overview
Longbow is an enemy group in City of Villains, and an ally and enemy group in City of Heroes. They appear as enemies in very few missions available to heroes, however.
Background

Organized by Ms. Liberty, the Longbow division of Freedom Corps is bent on the destruction of Arachnos. It was Ms. Liberty's solution to her disagreement with Statesman's policies regarding Freedom Corps. This militia extends its presence to every corner of the Rogue Isles, acting as a military support network for super-powered beings in the struggle against Lord Recluse. Drawing on those who want to be heroes, this organization is composed of volunteers from around the world. Longbow thrives on the never-ending stream of idealistic youth who believe they are on the front lines in the battle against evil.
The strength of their ideological conviction, coupled with the advanced training and munitions provided by NATO, render the Longbow soldiers a force to be reckoned with. This righteous fervor has driven Longbow agents to establish strongholds across the Rogue Isles, interfering in Arachnos operations at every opportunity.
According to intelligence gathered by the Arachnos spies, Longbow is a highly organized militia broken down into specialized units. Rifleman, Minigun, and Flamethrower units are the foot soldiers of Longbow. Their Eagle units act as long-range specialists. The Spec-Ops, Chasers and, Nullifiers utilize specialized equipment to carry out their operations and the elite Ballista agents have potent energy powers. These teams are often led by low-grade, super-powered heroes.
Viewed by Recluse as a mere annoyance, the Longbow units slowly hope to establish control over the many contested islands just off the coast of Paragon City. With well-established bases in Warburg, Siren's Call, and Bloody Bay, the Longbow wage a war for control over the precious resources of these isles. Extending beyond these contested regions, Longbow agents in their signature red and white costumes can be found on all of the Rogue Islands, ever vigilant for any sign of villainy that they might destroy.

Longbow is a hard-hitting division of Freedom Corps dedicated to stopping evil, and Arachnos in particular. Guardians are wet-behind-the-ears do-gooders looking to prove themselves. Most don't last beyond their first encounter with the big bad bruisers of the Rogue Isles.

This grenade can unleash a massive pulse of electromagnetic energy on impact. This EMP can affect machines, and is even powerful enough to affect synaptic brain patterns. It will incapacitate all foes in its radius. Additionally, most machines and robots will take moderate high damage.

Cloaking Device Toggle, Self Stealth, Def( M1.2 R1.2 )
The Cloaking Device allows you to use an LCD body coating become partially invisible. While Cloaked you can only be seen at very close range. If you attack while Cloaked, you will be discovered. Even if discovered, you are hard to see and have a bonus to Defense. Unlike some stealth powers, the Cloaking Device has no movement penalty.

Opens up your assault rifle on Full Auto to lay down a massive spray of bullets at your target. Although very slow to reload, damage from this attack is massive, shredding all targets within the narrow cone of effect. There's a chance you may land a lucky shot for extra damage.

Quickly fires a Burst of rounds at a single target at very long range. Damage is average, but the fire rate is fast. Can also reduce the target's defense.

Not only can these burly tankers take what most villains dish out, they can give it as well. Stand too near and you'll find your villainous spandex signed to ashes in no time. No self-respecting villain likes to be seen on the WSPDR news in their underwear.

Longbow created these troopers after noting the success of the super heroes called "blasters". Their energy weapons cause significant damage, especially against those whose powers offer no resistance to such forces.

A much more powerful, yet slower version of power bolt. Power Blast sends a focused beam of energy at a foe that can knock him back.
Explosive Blast Ranged (Targeted Area of Effect), Smash/Energy, Foe Knockback
Hurls a blast of charged energy that violently explodes on impact, damaging all foes near the target.
Power Thrust (Only Level 10 and up) Melee, Minor Damage(Smash/Energy), Foe Knockback
A focused attack that violently shoves the target and sends him flying. Deals minimal damage, but can be very effective.

A slower yet more powerful version of Ice Blast, Bitter Ice Blast deals much more damage and can also reduce your enemy's Accuracy. Like other Ice Blast powers, Bitter Ice Blast can Slow a target's movement and attack speed.

Few volunteer for the dangerous role as a 'spines scrapper.' Those who do are almost always the most reckless and dangerous of the bunch. Villains are warned to fight them with extreme caution.

Multiple shields from the same hero cannot be stacked; however, the Sonic Barrier can be improved when another hero uses the same power. Can also be used in conjunction with your Sonic Haven. You cannot use this power on yourself.

The Hero can open up a portal and pull in a heavy object that her can then levitate and propel at foes!
Crushing Field Ranged (Targeted Area of Effect), Minor Damage over Time(Smash), Foe Immobilize, -Fly, -Speed
Creates a large gravitational field strong enough to Immobilize multiple foes. Crushing Field can also bring down flying entities. Slower and less damaging than Crush, but can capture multiple targets. Crushing Field deals Smashing damage over time and can Slow the movement of targets that escape its grasp.
Singularity Summon Singularity: Ranged Control Special
You can create a very powerful Gravitational Singularity. The Singularity will engage your foes, assaulting them with various gravity powers. Any foes that attempt to approach the Singularity will be violently hurled away. The Singularity cannot be healed, but is highly resistant to all forms of damage and nearly impervious to Controlling type powers.
Gravity Distortion (Only Level 41 and up) Ranged, Moderate Damage over Time(Smash), Foe Hold, -Speed
Causes a single foe to be trapped in a misshapen gravity field, rendering him unable to take action. Gravity Distortion deals Smashing damage to the target.
Transfusion Ranged, Foe -Endurance, -Regeneration, Team Heal
Transfusion drains an enemy of some Endurance and reduces the target's Regeneration rate, and transfers that energy, in the form of Hit Points, to all allies near the affected foe. You can use Transfusion to heal yourself as well as your allies.

The Hero has Siphoned your speed and reduced your damage potential to increase its own.

Though they deal damage, it is illusory and will heal if the victim survives long enough. Phantoms are short lived and cannot be buffed or healed.
Spectral Terror Summon Terror: Ranged, Foe Fear, -ToHit
Creates an illusion of unspeakable Terror. The manifestation is so horrible that it caused most foes to tremble helplessly in terror. The Spectral Terror may also Terrify individual foes, causing them to run away in panic.
Phantasm Summon Phantasm: Ranged, Moderate Damage(Energy/Smash), Foe Knockback
You can construct a powerful entity composed of pure light. Although made of light, the Phantasm is tangible and has powerful Energy attacks. The Phantasm can also fly and summon duplicates of itself. The duplicates are intangible, and cannot be harmed. The duplicates' attacks deal illusory damage similar to that dealt by Spectral Wounds. Only the original Phantasm can be healed and buffed.
Protection Shield Ranged, Ally +Defense(Smash, Lethal, Fire, Cold, Energy, Negative), +Resist(Toxic)
Dramatically protects an ally from Smashing, Lethal, Fire, Cold, Energy, and Negative Energy attacks for a limited time. Also reduces Toxic damage. Multiple Shields from the same hero cannot be stacked; however, the shield can be improved when another hero uses the same power. Can also be used in conjunction with your Insulation Shield. You cannot use this power on yourself.
Detention Field Ranged, Foe Capture (Special)
Encases a targeted foe in a Detention Force Field. The captured target cannot be harmed, is Immobilized, and cannot attack or aid his allies. The target can, however, use powers on himself.
Dispersion Bubble Toggle, Point Blank Area of Effect, Team Def( S15 L15 F15 C15 E15 N15 ), Resist(Hold, Immobilize, Disorient)
Creates a large bubble which protects all allies inside. While active, the Dispersion Bubble gives all allies within increased Defense against all attacks except Psionic. The Dispersion Bubble also protects allies from Immobilization, Disorient, and Hold effects.

The Hero can open up a portal and pull in a heavy object that her can then levitate and propel at foes!
Crushing Field Ranged (Targeted Area of Effect), Minor Damage over Time(Smash), Foe Immobilize, -Fly, -Speed
Creates a large gravitational field strong enough to Immobilize multiple foes. Crushing Field can also bring down flying entities. Slower and less damaging than Crush, but can capture multiple targets. Crushing Field deals Smashing damage over time and can Slow the movement of targets that escape its grasp.
Singularity Summon Singularity: Ranged Control Special
You can create a very powerful Gravitational Singularity. The Singularity will engage your foes, assaulting them with various gravity powers. Any foes that attempt to approach the Singularity will be violently hurled away. The Singularity cannot be healed, but is highly resistant to all forms of damage and nearly impervious to Controlling type powers.
Transfusion Ranged, Foe -Endurance, -Regeneration, Team Heal
Transfusion drains an enemy of some Endurance and reduces the target's Regeneration rate, and transfers that energy, in the form of Hit Points, to all allies near the affected foe. You can use Transfusion to heal yourself as well as your allies.

The Hero has Siphoned your speed and reduced your damage potential to increase its own.

Commander Montagne is a decorated officer of Longbow, though after suffering serious injuries during the second Rikti War, he was placed on guard duty for the water supply in Agincourt, under the belief he wouldn't see much action. Longbow was wrong.

The Hero has hypnotized you. You are helpless for a while, unless something snaps you out of it.

Your Quick reflexes allow you to move faster than normal, as well as resist slow effects. This power is always on and permanently increases your attack rate and movement speed.
Elude Self, +Defense, +Special
You can improve your reflexes, making yourself so quick you can Elude almost any attack, be it ranged, melee, or area effect. Your running speed and jumping height are also increased. When Elude wears off, you are left drained of all Endurance and unable to Recover Endurance for a while.

When you activate this power, you not only become extremely resistant to most damage, but also to Disorient, Immobilization, Hold, and Sleep effects. Endurance recovery is also increased. Unstoppable costs little Endurance to activate, but when it wears off you are left exhausted, and drained of almost all Health and Endurance.

You can fabricate 3 Phantom heroes around a targeted foe. These Phantoms are not real, and are indestructible. Their attacks are similar to Spectral Wounds. Though they deal damage, it is illusory and will heal if the victim survives long enough. Phantoms are short lived and cannot be buffed or healed.
Spectral Terror Summon Terror: Ranged, Foe Fear, -ToHit
Creates an illusion of unspeakable Terror. The manifestation is so horrible that it caused most foes to tremble helplessly in terror. The Spectral Terror may also Terrify individual foes, causing them to run away in panic.
Phantasm Summon Phantasm: Ranged, Moderate Damage(Energy/Smash), Foe Knockback
You can construct a powerful entity composed of pure light. Although made of light, the Phantasm is tangible and has powerful Energy attacks. The Phantasm can also fly and summon duplicates of itself. The duplicates are intangible, and cannot be harmed. The duplicates' attacks deal illusory damage similar to that dealt by Spectral Wounds. Only the original Phantasm can be healed and buffed.
Protection Shield Ranged, Ally +Defense(Smash, Lethal, Fire, Cold, Energy, Negative), +Resist(Toxic)
Dramatically protects an ally from Smashing, Lethal, Fire, Cold, Energy, and Negative Energy attacks for a limited time. Also reduces Toxic damage. Multiple Shields from the same hero cannot be stacked; however, the shield can be improved when another hero uses the same power. Can also be used in conjunction with your Insulation Shield. You cannot use this power on yourself.
Detention Field Ranged, Foe Capture (Special)
Encases a targeted foe in a Detention Force Field. The captured target cannot be harmed, is Immobilized, and cannot attack or aid his allies. The target can, however, use powers on himself.

Immobilizes your target by Entangling their feet in a twisted mass of thorny roots. The roots do smashing and lethal damage to the target over time. More resilient foes may require multiple applications to Immobilize. Entangle can immobilize flying targets, if they are near the ground when attacked.
Strangler Ranged, Moderate Damage over Time(Smashing), Foe Hold
Holds a distant foe by Strangling him with massive root-like vines. The target is held helpless, while he is slowly crushed by the vines.
Roots Ranged (Targeted Area of Effect), Minor Damage over Time(Smashing/Lethal), Foe Immobilize, -Fly
Immobilizes a group of foes by entangling their feet in a twisted mass of thorny Roots. Roots is slower and does less damage than Entangle, but it can capture multiple foes in one attack. Like Entangle, Roots can immobilize flying targets, if they are near the ground when attacked.
Spore Burst Ranged (Targeted Area of Effect), Toxic, Foe Sleep
You hurl a large fungi pod at your foes. This pod is full of Spores that burst on impact, engulfing the target and all those around him. All affected targets may succumb to the narcotic effect of the Spores and will fall asleep. The targets will remain asleep for some time, but will awaken if attacked.
Seeds of Confusion Ranged (Cone), Foe Confuse
You throw a handful of seeds from a rare Baffle plant at your foes. The seeds spread out in a wide cone and release a dusty chaff that contain a number of alkaloids and hallucinogenic compounds. Foes that come into contact with these seeds become violently confused and will turn and attack each other, ignoring you and all your allies. You will not receive any Experience Points for foes defeated entirely by Confused enemies.
Vines Ranged (Targeted Area of Effect), Damage over Time(Lethal), Foe Hold
Creates a field of Strangler Vines that can Hold multiple foes at range. The affected targets are held helpless by the massive root-like vines. Unlike the power Strangler, this power does not deal any damage, but it can Hold multiple foes at once.
Carrion Creepers Summon Creepers, Ranged (Location Area of Effect), Target -Speed, -Fly, -Jump
You can create a Creeper patch at a targeted location. The patch will snag foes, slowing their movement, and preventing them from jumping or flying. Additionally, a Creeper Vine will burst from under each live and defeated foe in the area and start attacking your enemies. Creeper Vines do minimal damage, but they can knock down your enemies and its poisonous thorns can slow your foes. Any foes that are defeated in the Creeper patch will also produce a growth of Entangle Roots that will Immobilize any enemies near the defeated foe.

You can summon a giant carnivorous Fly Trap plant beast. Fly Trap may be an understatement, as this plant beast has a taste for flesh.
