Overview
Dr. Murphy is a captive under Council care that you must kidnap. Dr. Franks is a former Portal Corporation researcher who defected to the Council, in Sharkhead Isle, Rogue Islands, with the faction of Valuable Scientist.
He is one of four probable candidates with the knowledge of portal technology to advance Lord Recluse's Operation: DESTINY.
He can be found on the third Patron arc mission from Ghost Widow, Kidnap Dr. Murphy.
