Did you ever hear of the Red Tiger? He retired right after the war, and now he's just Jake Montoya. He may not wear a costume anymore, but he can sure help those who do, especially with information on the Clockwork and the Trolls. Jake has retired to Skyway City.

FCC Investigator
Like most kids, Jill Pastor grew up wanting to be a hero. But that wasn't in the cards. Jill has had to settle for the life of an FCC investigator, which, in Paragon City, is much more interesting than she could have imagined. Jill tracks down illegal radio broadcasts, and with so many criminal organizations in the city, it's a big job. She's found that the best way to get results is to file all the proper paperwork – after she's told a helpful hero about the situations. Of late she's become particularly interested in the Vahzilok, who have become a thorn in the side of the FCC.
