Charlie Sparks is an NPC who stands in the SERAPH office in Atlas Park. He has a lot of connections, and is used in the Get Council Ciphers mission from Shadowstar to quickly disseminated Council ciphers, and in the Rescue Dizzy Frankley from the Tsoo mission from mid-level contacts. His coordinates are (92, -784, -888) .
