Description
Your Movement powers have been reduced.
How to Get
This power will be applied to your character when they move past the Slow Field and near to the zone boundaries in Praetoria, marked by Sonic Fence Pylons. It disables most powers, applies a strong slow effect and deals 7.5% MAX HP damage per second.
