Activate the special screenshot mode used for E3 2004

E3 stands for Electronic Entertainment Expo.
The 2004 Electronic Entertainment Expo took place at the Los Angeles Convention Center from May 12 - 14, 2004. This occurred just after City of Heroes was first launched live (April 28, 2004).
Seems like a Dev command. It's active, but doesn't do anything even when set.
