Detective Basinns is a hero contact in the New Troy neighborhood of Talos Island at coordinates (-1151.1, 160.0, 6545.1) Detective Basinns is a Police Band contact.
He functions as the Safeguard Mission contact as does Detective Croquette.
Basinns' name and appearance are a reference to Rico Tubbs from Miami Vice.

Level 20-24
There's an amazing guy named Tyler French who runs a youth sports program; it keeps troubled teens off the streets. He hears a lot and likes to help heroes out, especially with the Tsoo and the Warriors. Tyler has access to Training Enhancements.
Tyler is really great for the kids, Character. Help him out however you can.
I'd like you to go see my friend Piper Irving. She's an anthropologist working here in the city. She knows a ton about the obscure beliefs of the Banished Pantheon and the Circle of Thorns. Piper knows where to get Training Enhancements.
I am sure you will find Piper quite knowledgeable.
Detective Rondel Jackson is a great guy to talk to if you want the police perspective on groups like the Sky Raiders and the Council. He's also the one to talk to if you need Training Enhancements.
Detective Jackson is a hardworking straight-shooter. He won't steer you wrong.
I've been asked to introduce you to Lt. Gosford from the Paragon City Police Department. He runs a special unit that is focused on bringing down the Sky Raiders and the Council. Gosford's connections within the department give him access to Training Enhancements.
Gosford is used to working with heroes. You will get along fine.
I'd love for you to meet Polly Cooper. She's a coordinator for the Civil Air Patrol, and she knows a lot about the Sky Raiders and the Lost. Polly has access to Training Enhancements.
Miss Cooper is very skilled at her job and should prove to be a valuable asset to you.
If you are looking for a partner to help you take down the Banished Pantheon, Andrea Mitchell would be a great choice. She is very dedicated and her connections are top notch. She also has a lot of interest in the Circle of Thorns. Andrea has access to Training Enhancements.
I have a good feeling about you and Andrea.
Level 25-29
I'd like you to introduce yourself to Ashwin Lannister from Hero Corps. They may be a for-profit organization, but they get the job done. He is currently focused on the Council and the Warriors. He has access to Training Enhancements.
Hero Corps doesn't always get the best press, but they are effective. Good luck, and keep your eyes open.
You should go see Collin Larson. He's a cybernetics expert and a real friend to heroes everywhere. He knows a great deal about the Freakshow and the Family. He also has Training Enhancements.
Collin is well suited to work with a hero like you, Character.
Eliza Thorpe from the Missing Persons Bureau has asked to see you. She could really use your help with the Devouring Earth and the Rikti. She needs to know what part they may be playing in the disappearance of Paragon City citizens. She has access to Training Enhancements.
Eliza will work very hard to help you. She is extremely dedicated to returning Paragon City to the hands of the people who live here.
Level 30
Jenny Firkins is an environmentally conscious scientist who has a personal stake in bringing down the Devouring Earth and Crey. She is very dedicated to her work with science heroes and has access to Invention and Genetic Alteration Enhancements.
Jenny cares very much about Paragon City, Character. I think you will find working with her a pleasure.
I'd love for you to work with Phillipa Meraux, a former hero who now specializes in counter-terrorism. Go and see her if you want more information on the Rikti or Crey. She works primarily with natural heroes and has access to Gadget and Relic Enhancements.
Phillipa is very demanding, but her sources are top notch.
Neal Kendrick has a lot of dirt on the Freakshow and Nemesis. He used to be with the FCC, but now he concentrates on helping heroes with their investigations. He works primarily with technological heroes and has access to Invention and Gadget Enhancements.
You will enjoy working with Neal. He is determined and skilled.
You should introduce yourself to Jose Escalante, an important business man who helps heroes fight criminals who impact business and commerce, such as the Council and the Devouring Earth. He works mostly with mutants and has access to Focus and Genetic Alteration Enhancements.
Jose is the kind of person that has kept Paragon City running, despite all the disasters we've faced. We can all learn a lot from him.

Police Liaison
There are some in the department who criticize both Detective Basinns and his partner Detective Croquette for placing their personal style over their jobs, but those critics don't understand that their style is important to the kind of undercover work they must do.

Initial Contact
You need Police Band frequencies? I got that for you. You help out on some of those, we'll let you know when something big is going down.
Now that you've gotten a Police Radio, you can start scanning Police chatter to hear about the crimes as they're committed in your current zone. You can then act on a report by selecting it from the Police Radio, listed under your Contacts.

Missions
Protect Steel Canyon bank
While listening for the latest signs of trouble, you hear a call asking for heroes to speak with Contact directly. Something big is happening.
Briefing
This is bad, Character. Arachnos is planning an attack on Steel Canyon. We think their main objective is the bank, but they've brought a villain with them, and they're out to cause as much destruction as possible. If you can help, then please go to Steel Canyon to protect the bank and stop the attack! We got the alarm signal from the bank, so make haste and get over to the bank. You probably have about 5 minutes or less before they make their escape.
This is a Safeguard mission. Once you prevent the heist, you will have 15 minutes to explore the area and potentially earn extra rewards before the P.P.D. lock down the area. You can earn extra time by defeating vandals and completing side missions.
Mission Acceptance
It gets worse. The Family and the Tsoo in Steel Canyon are aware of the heist, and both groups are looking at this as a way to gain ground against the other, and they won't care who gets hurt. The more of them you stop, the better off the city will be.
Periodically, vandals will arrive to destroy parts of the city. You will see a message when they arrive, and their locations will be displayed in your minimap.

A wanted poster of Ayame Higarashi. You've heard of her. She's a deadly assassin, and would work well with the Family. You might want to check into this.

The Hellions attempted to burn Steel Canyon to the ground. This block is where one of the first fires was started.
Temporary Power
Upon successful completion of this mission for the first time, a hero will earn the Summon Teammates temporary power.
Zone-Range: Teleport Teammates
This power allows you to teleport all of your teammates to your location. This effect lasts for 1 day of gameplay.

We've just learned that a Villain from the Rogue Isles is about to attack Independence Port in a mission of mayhem and bank robbery, aided by members of the Family. The City needs her defenders to get over to Independence Port and protect the city and the bankfrom those villains! We have seen a live videofeed of the bank, and it is under attack as we speak, so you should head over there quick. You probably have about 5 minutes or less before they make their escape.

Exploration Badge
Synapse has been seen speeding along the monorail tracks all throughout the city. Independence Port is one of his favorites.
