Overview
SERAPH is the Scientific Experimentation Research and Application to Paranormal Humans, a division of the Paragon City government that researches and investigates scientific issues. It is one of five organizations that serves as the initial contact point for new heroes. There are two SERAPH offices in Paragon City. The office in Atlas Park is led by Jonathan St. John Smythe, a scientist whose inventions have been great help to Paragon City. The office in Galaxy City was destroyed in Issue 21. Its leader, Rebecca Brinell, a brilliant young research scientist, was relocated to Atlas Park.
