:::Hate to burst your bubble, but I just checked. I made a villain, entered Mercy Island, then 12 minuts later ended up in Monster Island, which is a Hazard Zone. There is no level range on that zone, but it is not a city zone.

Should this be listed as a CITY zone or a HAZARD zone? I know originally it had a minimum level requirement (a characteristic of hazard zones) but they got rid of it. But if you ask me, just because a zone doesn't have a minimum entry level doesn't mean it's a "city zone." The place is more overrun than Perez Park! --GreyDog 16:03, 1 June 2007 (EDT)

The spawns are heavier than cities get. However, it has a hospital, a tram link, vendors, and a trainer. All those traits are normal for city zones and unusual for hazards. I say it's a city. Corebreach 17:10, 1 June 2007 (EDT)
