[[Global Chat Handles]] and this page were largely redundant to one another, so I merged some of the relevant information from the other page into this one. Two things from the other page I wasn't sure about. It mentions some "Known Glitches", I assumed they have been resolved so I listed them under the new Historical Notes system -- if someone can confirm that these issues are still being experienced, then they should be made non-historical. The other page also mentions this: "There is a limit to how many global tells can be sent to one person by any amount of people." Merging Global Chat Handles into this page

Global Chat Handles and this page were largely redundant to one another, so I merged some of the relevant information from the other page into this one. Two things from the other page I wasn't sure about. It mentions some "Known Glitches", I assumed they have been resolved so I listed them under the new Historical Notes system -- if someone can confirm that these issues are still being experienced, then they should be made non-historical.
