''From the City of Heroes Manual''
'''Controller'''

The Controller specializes in manipulating the actions of foes, causing them to stand immobile in battle, or controlling their movements, or even turning them against their allies. This is perhaps the most challenging archetype to play, but potentially one of the most powerful.  Controllers have very little defense against enemies not under their direct control.
The Controller is at the same time the weakest and yet the most powerful of the archetypes. The Controller has few offensive attacks and possesses the fewest hit points. But the Controller has access to a range of powers that no one else does: the Control power sets. Armed with these powers, a Controller can affect the behavior of villains - from freezing them in place to routing them away. Armed with such abilities, the Controller is the backbone for many group involved in large-scale battles - but the Controller depends upon their teammates for protection.

A Controller who wishes to adventure solo must do so with extreme caution.  The archetype really contributes as part of a group.
The Controller's power categories are:

'''Primary''': Control

'''Secondary''': Buff

The Controller Has Low Hit Points and Low Damage
