Overview
The Banished Pantheon are a villain group in City of Heroes. They are a cult devoted to ancient gods that were banished many centuries ago. This misanthropic group despises anything living apart from those within their ranks.
The Banished Pantheon is lead by corrupt spirits that inhabit masks and totems. These spirits care little about what happens to anything, or anyone, as long as their malicious desires are satisfied. They hold dominion over hundreds of human servants and thousands of undead minions with which they spread their revolting grip, trying desperately to bring back their banished gods.
The human, living servants are just as perverted as their spectral masters, taking pleasure in killing anything and anyone, using deadly elemental powers and necromancy to accomplish this goal. They can be found around the spirits, worshipping and protecting them.
Their zombie hordes are formidable. Using the weaponry of past wars, these walking husks of fallen soldiers boast considerable fire power. The glowing symbol on their chests seem to be the source of their resurrection, or at least what allows them to be controlled. The living members of the Pantheon also bear these strange glowing markings.
This group controls almost completely the zone of Dark Astoria in Paragon City and has a strong presence in the graveyards of Striga Isle and Sharkhead Isle. They are also seen spilling out of Dark Astoria into Talos Island under the cover of darkness.

Your target is enveloped by an oppressive gloom which slowly drains them of life and reduces their chance to hit.
Night Fall Ranged (Cone), Moderate DMG(Negative Energy), -ToHit(Foe)
You fire a volley of several negative energy projectiles at your target, causing negative energy damage and reducing their chance to hit.
Life Drain Ranged, Moderate DMG(Negative Energy), -ToHit(Foe), Heal(Self)
You envelop your target in a field of negative energy which saps their life, returning some of that stolen energy to you. The target also suffers a reduced chance to hit.
Frost Shaman / Frost Shamaness
The Frost Shaman/Frost Shamaness finds its origin in the frigid mountains at the roof of the world. There, the Shaman/Shamaness communes with the gods of the Pantheon to command the power of ice. They are quite adept at slowing the movement of their foes, making them less of a threat and easier to bring down.

You cast a small bolt of crystalline ice at an enemy. This causes smashing and cold damage. Additionally, the chill slows a foe's attack and movement speeds for a time.

You cast a bolt of crystalline ice at an enemy. This causes smashing and cold damage. Additionally, the chill slows a foe's attack and movement speeds for a time.
Frost Breath Ranged (Cone), Moderate DoT(Cold), -Speed(Foe, All), -Rech(Foe)
You project a cone of frosty breath at your targets. This cone deals cold damage over time and can slow your opponents' movement and attacks.
Bitter Ice Blast Ranged, Superior DMG(Cold/Smash), Foe -Recharge, -SPD, -To-hit
You create a slow, powerful projectile of ice which is launched at your target. The target suffers smashing and cold damage. Additionally, the target's chance to hit, attack speed and movement speed are reduced.
Storm Shaman / Storm Shamaness
The Storm Shaman/Storm Shamaness has mastered the power of the tempest, calling upon lightning and thunder as their weapons of choice. They are particularly adept at exhausting their foes with continual shocks of lightning, though they are also capable of hindering the ability of a foe to attack.

You strike your target with a powerful lightning bolt from the sky, dealing energy damage and draining some Endurance. Some of this Endurance may transfer back to you.
Ball Lightning Ranged (Targeted AoE), Moderate DoT(Energy), -End (Foe), -Rec (Foe)
A ball of electricity descends from the sky and erupts in a burst of electricity. Ball Lightning deals good damage in an area of effect and drains some Endurance from each target it hits.
Gust of Wind Heal(Self and Allies), +Res(Sleep, Stun, Recovery, EndDrain)
A powerful gust of wind saturates the air with life sustaining energy, healing yourself and allies. The force of the energy also protects those affected from sleep and stun effects for a short while.
Gale Ranged (Cone), Minor DMG(Smash), Foe Knockback
You can call forth a tremendous gust of Gale force winds that knock down foes and deal some Smashing damage in a wide cone area. Damage: Minor
Banespawn
Born out of the spreading corruption sown by an awakening god of the Pantheon, the Banespawn is a vicious, deadly creature which strikes at its foes with the very essence of death. Though its appearance is that of a grotesque spider like creature, there is some indication that it is driven by an unexpected intelligence.

You slash your target with icy claws, cursing them with the pain of death. As the pain courses through the body, it causes cold and negative energy damage. Additionally, the target's defense against cold and negative energy attacks is reduced.
Frigid Slice Melee (Cone), Moderate DMG (Cold/Negative Energy), -RES(Foe, Cold/Negative Energy), Fear(Foe)
You jump in the air, slashing at your target repeatedly with icy claws as you fall to the ground. As the death energy courses through the body, it causes cold and negative energy damage. Additionally, the target's defense against cold and negative energy attacks is reduced. This attack has a chance to terrify your target.
Frigid Quills PBAoE, High DMG (Cold/Negative Energy), -Speed(Foe, All), -Rech(Foe), -Fly(Foe)
You launch a volley of icy quills from your body, striking targets in all directions around you. Each affected target is touched by death energy, suffering cold and negative energy damage. Additionally, the quills cause weakness, which prevents flight and reduces both movement and combat speed.
Frigid Burst Targeted AoE (Secondary Targeted), Superior DMG(Cold/Negative Energy), -DEF(Foe, All), -Regen(Foe), -Rec(Foe), Chance for EndDrain(Foe)
You fire a mass of coalesced death energy at a single target. This mass explodes on reaching its destination, causing the target and those nearby to suffer its ill effects. In addition to cold and negative energy damage, the affected targets have reduced defense, regeneration and recovery. There is also a chance that your target will suffer from endurance drain.
Resistance Res( F-20 C20 N20 )
The creatures borne of Mot's corruption are naturally resistant to cold and negative energy damage, but are susceptible to fire.
Lieutenants
Avalanche Shaman
To become an Avalanche Shaman, one must climb the highest mountains in the world to commune with the Pantheon's dread gods. Once these labors are completed, Avalanche Shamans can command the Earth itself. Their favorite trick is to trap their foes in deadly prisons of stone. They delight in hearing the cries of their victims as the stones grind together mercilessly.

Snow Storm Toggle, Area of Effect, Foe -Speed, -Recharge
While active, the chill from this Snow Storm can dramatically Slow the attack and movement speed of the target and all foes near the target.
Stone Prison Ranged, Moderate Damage over Time (Smash), Foe Immobilize, -Defense, -Fly
Immobilizes a single target with an earty formation and deals some Smashing damage over time. Some more resilent foes may require multiple attacks to Immobilize. Stone Prison can also reduce a target's Defense. Damage: Moderate (Damage over Time), Recharge: Fast.
Earthquake Location Area of Effect, Foe -Accuracy. -Defense, Knockdown
The Witch Doctor can create a powerful, yet localized earthquake at a targeted location. Most foes that pass through the location will eventually fall down. Additionally, the violent shaking will reduce their Accuracy and Defense.
Tremor Area of Effect, Smash, Foe Knockback
A tremendous attack. Tremor shakes the very Earth itself, damaging and knocking back everything in a nearby area.
Knife Melee, Lethal, Low Damage
Basic stabbing and cutting blade.
Death Shaman
Death Shamans have done what few have dared. They have descended into the Underworld, and returned. After such an experience, these Shamans have power over life and death. They can drain the life from their victims or summon zombies to fight by their side.

Gloom slowly drains a target of life and reduces his chances to hit. Slower than Dark Blast, but deals more Damage over Time.
Life Drain Ranged, Negative, Foe -Accuracy, Self + HP
The Witch Doctor taps the powers of the netherworld to steal some life from a target foe and reduce his chance to hit. Some of that life is then transferred to the Witch Doctor.

Basic stabbing and cutting blade.
Summon Husk
The Witch Doctor can summon a Husk to fight at his side.
Storm Shaman
The Storm Shamans have mastered the power of the tempest. Their summoned thunderstorms assail their foes with fiery bolts of lightning, while their windstorms make it difficult for their enemies to fight back.

Charged Bolts Ranged, Energy, Foe -Endurance
The Shaman can quickly hurl small bolts of electricity at foes. Charged Bolts deals light damage and also drains some Endurance.
Hurricane Toggle, Area of Effect, Foe -Range, -Accuracy, Knockback
The Witch Doctor summons a Hurricane. The wind and rain from this massive storm reduces the range and accuracy of nearby foes. Also, the massive winds of this storm can periodically send foes tumbling.
Thunder Clap Area of Effect, Foe Stun
The Witch Doctor can call a tremendous Thunder Clap that will Disorient most foes in a large area around the Witch Doctor for quite a while.
Lightning Storm Summon Lightning Storm
The Witch Doctor can summon a massive Lightning Storm overhead that will strike any foe that approaches the him. Lightning Bolts from this storm can knock down and damage all foes near the strike, and can cause panic. Lightning Bolts will continue to strike for the lifetime of the storm.

Elder of Death

Once they focus on a victim, they become single-minded in their attacks and cannot be distracted until they have brought death to their opponent.
