Have you ever read any of Jim Bell's articles in the paper? He's a great reporter who's been doing a lot of articles on the Tsoo and the Warriors. Jim has access to Training Enhancements.
Jim is outspoken and opinionated, but he is extremely well informed.
Claire Childress is as much a part of the spirit world as our own. Some say she's flighty, but there are few in Paragon City who can provide more aid to one who seeks to battle the Freakshow or the Family. Claire has access to Training Enhancements.
Listen closely to her words; they may contain more information than you realize.
I'd love for you to meet Polly Cooper. She's a coordinator for the Civil Air Patrol, and she knows a lot about the Sky Raiders and the Lost. Polly has access to Training Enhancements.
Miss Cooper is very skilled at her job and should prove to be a valuable asset to you.
I know a guy named Kevin Cordell who runs a small security consulting business. He's heard about you and would like to talk sometime about the Sky Raiders and the Lost. Kevin used to be a hero, and he still has access to Training Enhancements.
Kevin is not easily impressed, but I think you will do just fine with him, Character.
I'd like you to meet Oswald Cuthbert. He's a probation officer and thus has a lot of contact with the sordid side of Paragon City. He often uses heroes like you to help him out with the Sky Raiders and the Council. Oswald can get you Training Enhancements.
Good choice, Character, and good hunting
Do you ever read Dennis Ewell's columns? He's quite a writer, and he told me he'd like your help taking out the Tsoo and the Warriors. Dennis has access to Training Enhancements.
Dennis isn't convinced that the heroes of Paragon City are much better than the villains, but he is coming around.
Wil Eziquerra is an excellent reporter who specialized in stories on the Sky Raiders and the Council. His sources usually keep him stocked up with Training Enhancements.
Wil is going to be a great resource for you, Character.
I have to admit that Georgia Fields doesn't have the best reputation. No one really knows how she gets her information, but she's an excellent source on the Sky Raiders and the Lost. She is usually able to get her hands on training enhancements.
If you are careful, Georgia can be of great assistance to you.
I think you should meet Andrew Fiore. Not only can he sell you quality electronics, but he's got information about lots of less savory business deals. He's helped more than a few heroes, especially with information about the Freakshow and the Family. Andrew has a lot of sources that give him access to Training Enhancements.
Andrew is a businessman first, but it's in his best interest to keep the heroes he works with up to date on information.
There's an amazing guy named Tyler French who runs a youth sports program; it keeps troubled teens off the streets. He hears a lot and likes to help heroes out, especially with the Tsoo and the Warriors. Tyler has access to Training Enhancements.
Tyler is really great for the kids, Character. Help him out however you can.
I think you should talk to Vic Garland. He's a civil rights activist who's doing some important work against the Freakshow. He's also more than a little curious about the Family. He could really use your help. Vic has access to Training Enhancements.
Vic is uncompromising and fiercely loyal.
I've been asked to introduce you to Lt. Gosford from the Paragon City Police Department. He runs a special unit that is focused on bringing down the Sky Raiders and the Council. Gosford's connections within the department give him access to Training Enhancements.
Gosford is used to working with heroes. You will get along fine.
My friend Justin Greene has asked to see you. He's a coordinator for his local community watch group. He used to be a hero, so he knows how to help you clean up groups like the Sky Raiders and the Council. Justin has access to Training Enhancements.
I think Justin will like you a great deal, Character.
Detective Rondel Jackson is a great guy to talk to if you want the police perspective on groups like the Sky Raiders and the Council. He's also the one to talk to if you need Training Enhancements.
Detective Jackson is a hardworking straight-shooter. He won't steer you wrong.
If you ever have a computer problem or want a lead on some computer related crime, you should talk to Justine Kelly. She's a whiz at technical stuff and a bit of an online hero in her own right. Lately she has been focusing her attention on the Sky Raiders and the Lost. Justine has access to Training Enhancements.
Justine is a very skilled young lady.
There's a noted weapons expert named Jake Kim who's in town trying to stop the spread of illegal weaponry. He is focusing his efforts on the Freakshow and the Family. Jake has access to Training Enhancements.
Jake has a very specific agenda, but he can still help you clean up Paragon City.
The INS has a woman named Amanda Loomis who works well with heroes. She is trying to keep the Tsoo situation from turning any uglier than it already has, and she also has a deep interest in the Warriors. Amanda should be able to get you Training Enhancements.
Amanda likes to use metaphors, but she understands the realities of Paragon City all too well.
I've been asked to tell you that Lt. Colonel Hugh McDougal of the Pentagon's Hero Outreach Program would like to meet with you about the Freakshow and the Family. His military connections give him access to Training Enhancements.
This could provide excellent connections for you in the future, Character.
Melanie Peebles has the power to see things through her dreams. Her most recent dreams have been about the Sky Raiders and the Lost. Melanie has access to Training Enhancements.
Do not dismiss Melanie's guidance lightly.
Have you ever heard of Wilma Peterson from the Department of Waste Management? She's one of the folks in charge of disposing of hazardous waste, like Rikti technology. You should stop by and see her sometime; she's got her eye on the Freakshow and the Family right now. Wilma has access to Training Enhancements.
Treat Wilma with respect and you will have a solid contact.
I know a rather interesting fellow named Hinckley Rasmussen. He works as a researcher for the Midnight Squad and takes an interest in helping heroes like you fight the Tsoo and the Warriors. Hinckley has access to Training Enhancements.
He is a bit eccentric, but Hinckley knows his stuff.
I'd like you to meet Lt. Manuel Ruiz from the Gang Unit. He specializes in running undercover operations, and he's always looking for trustworthy individuals to help him out with the Tsoo and the Warriors. The department supplies Lt. Ruiz with Training Enhancements.
Lt. Ruiz has put a lot of gangers away himself; he can help you do the same.
I think you should talk to John Strobel from the Citizen Defense Coalition. It's a group of ex-military and law enforcement officers that helps heroes like you from time to time. Right now their attention is focused on the Sky Raiders and the Council. John has a few sources that can get him Training Enhancements.
John is very patriotic and somewhat idealistic, but he's got a keen eye for trouble.
I've been asked to keep this very quiet, but someone from the CIA wants to meet you. Her name is Kirsten Woods and she knows quite a bit about the Sky Raiders. She also thinks there may be more to the Lost than meets the eye. As a CIA operative, Agent Woods has access to Training Enhancements.
Keep a low profile when you are working with Kirsten.
Level 25-29
Have you ever worked with Miriam Bloechl, the psychic? She's quite talented and enjoys helping heroes with the Banished Pantheon and the Circle of Thorns. She has Training Enhancements.
Miriam's talent is very impressive; you will learn much from her.
Laura Brunetti could be a useful contact to you, Character. Her supernatural library is unmached, and she is an expert on the Banished Pantheon and the Circle of Thorns. She has Training Enhancements.
Laura has a keen mind and loves to get to the bottom of things. I'm certain you will find work with her enlightening.
Information
Professor of Folklore
Josef Keller is one of the most radical and inventive academics in Paragon City. While his expertise and training is in traditional Irish folklore, he has recently made a name for himself in the study of modern, urban folklore. He has published several papers on the links between ancient myths and modern heroics, and he's especially interested in those groups that trancend both eras. The Banished Pantheon fascinates him, as it comes from an ancient time when gods still openly walked the Earth, and continues to operate in the modern world, where many no longer believe in any kind of divinity at all. Professor Keller works with heroes on a regular basis, providing information and direction about criminal cases that involve any kind of folklore or mythological angle.

Stop both groups of mystic madmen (20-24)
Briefing
A large number of pre-cognitives have been reporting visions of a nightmarish battle beneath the streets of the city. In these visions, the Banished Pantheon cultists battle the Circle of Thorns for control of some sort of mystic vortices that trap wandering spirits. And in these visions, you appear as well. Are you willing to face this vision and stop both of these groups of mystic madmen?
Mission Acceptance
I don't know the purpose of that vortex, but I have been told that you must close it.
Unnecessary Solicitation
That mystic energy spike is still going off in the sewers.
Mission Objective(s)
There is no wind down here, but something stirs the air around you. Every sense is on alert as you step into the edge of a spiritual tornado.
- Defeat all villains in sewer
- 3 spirit traps to destroy
You have brought an end to the battle between the Banished Pantheon and the Circle of Thorns.
Enemies
Notable NPCs
- Spirit Trap x3
Badge
This mission earns a hero the Spirit Warrior Badge.
You stopped a war between the Banished Pantheon and the Circle of Thorns.
Debriefing
The Circle of Thorns and the Banished Pantheon are nightmares enough on their own; I'm impressed by your ability to battle their forces together. From what you heard, it seems that the Circle may have been trapping the spirits of the dead, then extracting information from them. Perhaps the Pantheon sought those same trapped spirits to slake their hungers.

The Wheel of Destruction (20-24)
Souvenir
Hub of the Wheel of Destruction
You've kept this small metal cylinder as a reminder of one of your great adventures. It has lost its blood red color and is no longer hot to the touch. The symbol of Kali is the only indication of the potential danger posed by:
The Wheel of Destruction
It all began when you encountered two broken pieces of stone. Each was marked with cryptic runes, and it seemed clear that the two pieces were once one. According to Azuria, they were parts of the Wheel of Destruction, an artifact infused with deadly power.
Disturbed by the awesome power of the Wheel, your contact did some research and located two more pieces. One was in the possession of the Tsoo; the other was being used as an office decor by a wealthy executive. You rescued both pieces, after lengthy battles with the Tsoo and the Banished Pantheon.
You took the pieces to Azuria for safekeeping and analysis, but the Banished Pantheon broke into the MAGI vault and made off with them. Azuria warned you that the Pantheon probably planned to empower the wheel with an arcane ritual. You rushed to their lair, where you defeated the Pantheon and recovered the Wheel of Destruction.
The Wheel of Destruction may start with either the Stop the Warriors from stealing the museum's artifacts mission, or the Take the artifact piece to Azuria mission. Whichever mission didn't start the arc will be the second mission in the arc.
Additionally, the third and fourth mission can occur in either order.
Take the artifact piece to Azuria
Briefing
One of my heroes found this broken piece of stone while he was stopping a Banished Pantheon plot. It looks familiar, and I need to find out more about it. Can you take the artifact piece to Azuria? I'd really like to have her opinion.
Mission Acceptance
My instincts tell me that this thing is important. Watch out for trouble.
Here is the relic piece. See those strange markings? I bet Azuria can tell us about them.
This stone wedge looks like it might be a part of a wheel or a disk. It is covered with strange runes.
Unnecessary Solicitation
Get that relic piece over to Azuria as fast as possible.
Mission Objective(s)
- Deliver artifact to Azuria
Where did you find this? It appears to be one of the pieces of the Wheel of Destruction! You are meant to keep this, Character. Do not question me; many villains in Paragon City would kill to have the fully assembled Wheel of Destruction.
Debriefing
If Azuria said you are meant to hold onto it, then that is what you should do. She is never wrong about things like that.
From the looks of it, there are at least two more pieces to this Wheel of Destruction. It is likely the Banished Pantheon will be searching for these pieces as well. This marking upon it is the symbol of Kali.
Stop the Warriors from stealing the museum's artifacts
Briefing
Looks like the Warriors are at it again. They've broken into the warehouse where the museum was storing next month's feature exhibit. Whatever they're looking for, we need to keep it out of their hands. Please go stop the Warriors from stealing the museum's artifacts.
Mission Acceptance
I am not sure how long they will be there, so move as quickly as you can.
Unnecessary Solicitation
As far as I know, the Warriors are still hunting around in that warehouse. I need you to get over there.
Mission Objective(s)
The door shows signs of forced entry, and several crates seem to have been hastily searched.
- Stop gang leader and his crew
- Rescue the artifact
You have defeated the Warriors and recovered a piece of the Wheel of Destruction.
This oddly shaped chunk of stone looks like it might be a part of a wheel or a disk. There are strange runes covering its surface.

Notable NPCs

Debriefing
The Warriors said this was a piece of the Wheel of Destruction? Interesting. I wonder how many other pieces there are.
From the looks of it, there are at least two more pieces to this Wheel of Destruction. It is likely the Banished Pantheon will be searching for these pieces as well. This marking upon it is the symbol of Kali.
Collect the piece of the Wheel of Destruction
Briefing
After calling around, I found another piece of the Wheel of Destruction. The CEO of Vorhight Industries is using it as a conversation piece in his office. I told him of its origin, and now he can't wait to get it out of his hands. I just need you to run over to the office and collect the piece of the Wheel of Destruction.
Mission Acceptance
If the Banished Pantheon caught wind of this, there's no doubt they'll be after that piece too.
Unnecessary Solicitation
Get over to Vorhight Industries and collect that piece of the Wheel of Destruction.
Mission Objective(s)
As you enter the office, you notice the scent of an exotic spice. It's a smell you associate with the Banished Pantheon Husks.
- Defeat cult leader, his coven
- Obtain artifact
You have defeated the Banished Pantheon and recovered a piece of the Wheel of Destruction.
Enemies
Notable NPCs
- T'Gaar (Banished Pantheon Storm Shaman)
You recovered another piece of the Wheel of Destruction.
This small, cylindrical piece of metal looks like it might fit between the two pieces of stone you have. Stamped into its side is a the symbol of Kali, the Hindu goddess of destruction.
Debriefing
Thanks for keeping that piece of the Wheel of Destruction out of the Pantheon's hands. Yes, I can see how it fits with the other pieces you found. We are close to completing the entire Wheel of Destruction.
Get the relic fragment back from the Tsoo
Briefing
I just found out why the Tsoo tried to steal that piece of the Wheel of Destruction from you. They already have one of the other pieces! We need to get that relic fragment back from the Tsoo.
Mission Acceptance
We both know they won't give it up without a fight, Character.
Unnecessary Solicitation
You have to get that last piece of the Wheel of Destruction away from the Tsoo!
Mission Objective(s)
A cloying smell of spices fills the air. The Banished Pantheon must be here somewhere.
- Stop villain leaders and their crews
- Find the relic piece
You defeated the villains and recovered a piece of the Wheel of Destruction.
Note: There are no named leaders. Clearing the last room will fulfill the primary objective.
Enemies
You recovered a piece of the Wheel of Destruction.
This rod bears the symbol of Kali, the Black Madness. It is undoubtedly the linchpin of the Wheel of Destruction.
Debriefing
The Wheel of Destruction is slowly coming together. Good work, Character.
Take the pieces to Azuria
Briefing
Thanks to your hard work, we now have all four pieces of the Wheel of Destruction. I'd like you to take the pieces to Azuria. She can have the Wheel of Destruction analyzed and assembled.
Mission Acceptance
The Pantheon may will make a last ditch attempt to get all the pieces.
Unnecessary Solicitation
I would feel a lot better knowing the Wheel of Destruction is at MAGI.
Mission Objective(s)
- Take artifact pieces to Azuria
Enemies
I will put some of our most talented mystics to work studying these pieces of the Wheel of Destruction. If we need further assistance from you, I will make sure you are contacted. You can rest assured that the Wheel of Destruction will be carefully warded against further incursions by the Banished Pantheon.
Debriefing
It's a relief to have the Wheel of Destruction in the hands of the experts at MAGI. You did a great job with this, Character.
I hope the Divinations group over at MAGI can unlock the secrets of the Wheel of Destruction.
Patrol Independence Port
Briefing
You look like you could use an easy task, Character. After all your work retrieving the pieces of the Wheel of Destruction, you deserve it. Hey, could you patrol Independence Port for me? The Family has been extorting protection money out of the business owners over there.
Mission Acceptance
Thanks again for all the help you've been giving me, Character.
Unnecessary Solicitation
Some of those patrol boxes still haven't been checked.
Mission Objective(s)
- Patrol, stop Family extortion
- Visit 5 locations
Debriefing
I just got a call from MAGI's Divinations group. The Banished Pantheon broke into their vault and stole those artifact pieces you collected! According to the seers, the Pantheon plans to perform a ritual to empower and assemble the Wheel of Destruction. You have to stop the ritual!
I have MAGI scrying for the current location of the Wheel of Destruction.
Prevent the Banished Pantheon from completing the ritual
Briefing
We have to recover those relic pieces the Banished Pantheon stole from MAGI. Otherwise, they'll assemble the Wheel of Destruction and empower it!
MAGI's seers have pinpointed the location where the Pantheon is trying to empower the pieces, under the direction of a cultist called Archos. I'm counting on you to prevent the Banished Pantheon from completing this ritual, Character.
You only have 90 minutes to stop the ritual.
Mission Acceptance
According to my sources, the ritual is taking place in the old Shady Pines Graveyard. I've called for an emergency force field to lock the situation down until you arrive. The Pantheon may have already empowered the pieces of the Wheel of Destruction, but the assembly should take a while. To stop them, all you need to do is find one piece of the Wheel of Destruction.
You're going to have to take the train to get there. Go to any train station and select Shady Pines Graveyard as your destination.
Unnecessary Solicitation
You've got to stop the ritual to empower the Wheel of Destruction!
Mission Objective(s)
You feel the presence of powerful otherworld entities looking down on you. Banished Pantheon missions always give you the creeps.
- Defeat Archos and his coven - 1:30 timed
- Close portal, 4 artifact pieces to find

Missions
Deliver package to Stephanie Peebles
Briefing
Have you ever been over to Striga Isle, Character? There's a woman there named Stephanie Peebles who needs our help. She's got all she can do trying to hold Port Noble together against the onslaught of the Council. Will you take this package over to Stephanie? I'd appreciate it if you didn't look inside. Oh, you might want to take some friends. It can get pretty dicey over there.
Mission Acceptance
The Council has managed to entrench itself on Striga Isle but good. If you can give Stephanie any assistance against them, I'm sure she'll be grateful. Of course, I hope you won't forget about your old friends here in Paragon City. We'll always be grateful for your help, too.
Here's the package. It's for Stephanie's eyes only.
This package, intended for Stephanie Peebles, has a strange scent. Try as you might, you can't quite place it.
Unnecessary Solicitation
Stephanie's waiting for that package.
Mission Objective(s)
- Go see Stephanie Peebles
Thanks for the package, Character; I'm grateful. So, what do you think of Port Noble? Doesn't look like much, maybe? Well, it's my home. I've been doing what I can to kick those Council goons out, but I need more help. I'd appreciate it if you could stick around.
Otherwise, you can keep following leads from your other contacts. I'll always be here, and I'll always be grateful for assistance.
There is no debriefing from your original contact for this mission and no experience is given for it. Additionally, the mission will drop off your mission list automatically and you are not required to return to your contact to remove it. This is because it is intended to be an introduction to the contact Stephanie Peebles, and the Striga Isle arcs by extension.
Find Suzanne Trent (20-23)
Briefing
In the wake of the Rikti War, there's been a resurgence of all kinds of mysticism. This has helped in some cases, even providing the city with new hope. But it has also caused a great deal of trouble. One new cult calls itself the Banished Pantheon. They have some sort of dark power; they can animate the dead and call spirits from beyond the grave! A reporter named Suzanne Trent was investigating them, but now she's gone missing. Please find Suzanne Trent as soon as possible.
Mission Acceptance
The creatures we have seen the most frequently have been dubbed Husks; they seem to be made from the animated bodies of the dead.
Unnecessary Solicitation
I am really counting on you to return Suzanne Trent to us safely.
Mission Objective(s)
Somewhere below, a woman's terrified screams echo in the darkness.
- Find Suzanne Trent
You have defeated the Banished Pantheon minions and rescued Suzanne Trent.
Enemies
Notable NPCs
- Suzanne Trent (NPC Hostage)
- Ventiir / A'Taar (Banished Pantheon Spirit of Pain)
Notes
- The name of the hostage varies. Possible names are Edith Frasier, Marion Ford and Suzanne Trent.
- Even though the name of the hostage can change, the name in the description of the temporary power received will be Suzanne Trent.
Temporary Power:
When you rescue Suzanne Trent, she will give you the Idol of Lughebu temporary power.
Melee, Moderate Damage, Negative, Self +Hit Points, Foe -Accuracy
When you rescued Suzanne Trent, she gave you this idol she found in the Pantheon's lair. While carrying it, you have the ability to drain the life from nearby foes, increasing your own Hit Points. The idol must be returned to the MAGI vault within 3 real days.
When you rescued Suzanne Trent, she said:
'I've seen a lot of horrible things since I started this investigation. This Banished Pantheon cult, they're inhuman! They worship some kind of lost god-like beings, horrible prehistoric entities that feed on pain. Their chief god is Lughebu, who demands that they learn about all beings of power. Here, take this idol I discovered. I have a feeling there's some sort of dark magic about it.
Debriefing
According to Suzanne Trent, the Banished Pantheon is investigating all beings of power. I must say, that phrase has an ominous ring to it. Depending on the definition, it could include heroes like yourself.
Recover the armor from the Circle (20-25)
Briefing
There's been a break-in at the Paragon City Museum of History. The thieves made off with a large portion of the exhibit on the Spanish conquest of the new world. The centerpiece of the collection was the Armadura del Sol, a set of conquistador's armor said to be enchanted with the power of the sun. It has no magical powers now, but it's said that a mage could learn much from studying the armor. For this reason, I suspect the Circle of Thorns are behind the theft. Will you recover the armor from the Circle?
Mission Acceptance
The Armadura del Sol is composed of six pieces. You'll have to find and recover all of them to make sure the Circle's mystics can learn nothing from it.
Unnecessary Solicitation
Find that mystical armor as soon as you can. I'm getting rather worried what the Circle's mystics may learn from it.
Mission Objective(s)
The air of these caverns feels unusually warm, almost as though the sun could penetrate their depths.
- Defeat lead mystic and his crew
- Find 6 pieces of the missing armor
You have found all the pieces of the Armadura del Sol.
This ancient conquistador's armor is said to contain the power of the sun itself. Though its magic has long since faded, it was once rumored to give its wearer the power to destroy an army.
Notable NPCs
- Alejas (Circle of Thorns Ruin Mage)
These magics of the Armadura are known to us. But they have been distorted somewhat.
Did you come for the Armadura, Hero? You will pay for your foolish interference!
Enemies
Do you think they know its power?
I have more than enough might to deal with you!
Your power is nothing to me!
Debriefing
Recovering the Armadura del Sol will have ramifications far beyond these city walls. You did the world a service today. The Armadura del Sol was said to have once been powerful enough to level a city. If the Circle truly understood its power, they must be a more fearsome foe than we had guessed.
