This costume is not available during Halloween Events.
Hero-Con 2009
Game codes for this costume power were given out at Hero-Con 2009 in San Jose, CA. One code permanently unlocks this power on all characters (Heroes and Villains, current and future) for one account.

Starting, in January, 2010, the City of Heroes community developers began to run contests on the "Forum Games" section of the City of Heroes forums.
