A Broker is a contact that uses the Newspaper to supply missions.
When a Villain visits a Broker for the first time in a zone, they can then read the Newspaper for that zone and get missions from the newspaper.
Once the Villain runs enough Newspaper missions the Newspaper will have a coded message to visit the broker to pull a special job.
These special jobs can be declined; though completing these special Heists can lead to getting other contacts.
Schemes or Missions Found in The Rogue Isle Protector are level specific, and once you level beyond a certain zone, opening the paper will get a "Nothing here catches your interest." type of message instead of a list of 3 schemes.
