Transport
Overview
Warburg is the second highest-level of the four PvP zones. A hero or villain must be at least level 30 to enter Warburg. All characters in this zone will be automatically raised or lowered to level 38 while in this zone. This zone is a free-for-all area and players may fight any other character in the zone. Teams may also be formed by those in the same faction.
History
Warburg was home to a Council base during the world’s long Cold War. Missile silos were erected, secret weapons were developed in deep underground bunkers, and spies lived in the cold grey towers that dot the island’s surface.
The Council was “forcibly evicted” in the late 1960s by Lord Recluse and their facilities taken over by Arachnos. Scientists and eventually a support economy of civilian workers rose on the surface and slowly began to build homes and businesses.
The underground labs the Council left behind were rechristened “the Web,” and most of the old missiles destroyed. One large rocket-firing platform at the centre of the island remained, but even it was hidden by the false façade of a building.
Until recently.
Marshal Jason Blitz believed Lord Recluse wasn’t acting fast enough in his bid to take over the world. He found it tragic that the Web had developed so many incredible weapons and none of them were being used on the hated heroes!
When Blitz learned he was dying of cancer, he decided to speed things up a bit so that he could live to see the defeat of Paragon City. He murdered Governor Melody Harkness and took over the city with a cadre of troops loyal to him. Soon after, he demolished the false façade on the Warburg Rocket at the centre of his city and started firing warheads armed with various toxins on Paragon City.
Lord Recluse promised the UN he would rectify the situation, but his troops have so far been stalemated by their rivals. (Or so Recluse claims.)
Since the Warburg Weapons are being used on American soil, Longbow has taken it upon themselves - with presidential approval - to “intervene” in the Rogue Isles and take down Marshal Blitz. They’ve asked for help from Paragon City’s numerous heroes, and they’ve begun arriving in force. Recluse has sent minimal troops to the area to stop Blitz, but has instead asked for help from the numerous super-powered “villains” who dwell on his isles. Most believe Recluse is not only content to let Blitz wreak havoc on Paragon City, but is interested in seeing which villains prove themselves in this Darwinian game of survival.

The various tunnels throughout the WEB are a nasty piece of work.
The symbolism is hard to miss: whoever controls the Warburg rockets controls the world. Whether this is pure delusion or an ominous warning is a subject of much debate.
Whether intended or not, the structure in front of you looks like a 1980s novelty toy that has seen better days.
Arachnos 'forcibly evicted' the Council from Warburg in the late 1960s. What remains of the Council's resources has been boxed up and left to collect dust for over fifty years.
From this vantage point you can observe Malta's Hercules Titans as they prepare for deployment.
Warburg ceased manufacturing nuclear warheads when the treaty was signed in 1982, but not before producing an enormous stockpile.
This bunker was where the Council made their final stand against Arachnos. The battle for the bunker lasted two weeks, until Lord Recluse was forced to personally lead the final assault.

Day Jobs
You spend your free time battling villains in PvP Zones earning you the Predator Day Job. Logging out in a PvP zone will earn you a bonus to your Recharge rate, when you log back in, for a short time.
You spend your free time battling heroes in PvP zones earning you the Predator Day Job. Logging out in a PvP zone will earn you a bonus to your Recharge rate, when you log back in, for a short time.
The entire zone is a Predator day job location, except for the following specific locations.
You have spent a great deal of time working in the hospitals of Paragon City during your free time earning the Caregiver Day Job. Logging out in a Hospital will earn you a Regeneration Bonus, when you log back in, for a short time.
Your expertise in surgery and understanding pain has earned you the Pain Specialist Day Job. Logging out in a Hospital will earn you a Regeneration Bonus, when you log back in, for a short time.
You have aided Arachnos by piloting its fliers, helping Lord Recluse better mobilize his troops, earning you the Pilot Day Job. Logging out near a Black Helicopter will earn you a Speed Bonus, when you log back in, for a short time.
Arachnos is more likely to pound you into dust than let you near one of their fliers. And your license is no good in Paragon City, it seems.
Enemy Groups
PvP Zone Powers
The following temporary powers may affect your character while outdoors in the Warburg zone. Completing missions will either raise you and your allies' powers or lower the enemies' powers. Players inside door missions in the zone are not affected by these powers. Each of these powers has a 1% strength but can stack up to fifteen times.

You have been impassioned by the work of your fellow adventurers. Your attacks now deal more damage.
+Resistance (All Damage)
You have been galvanized by the work of your fellow adventurers. You now have increased damage resistance.
-Damage (All Damage)
You have been enfeebled by the acts of your enemies. Your attacks now deal less damage.
-Resistance (All Damage)
You have been staggered by the acts of your enemies. You now suffer decreased damage resistance.
Notes
- This zone was added to the game for Heroes and Villains in Issue 6.
- Before the release of Issue 7 allowing villains access to Grandville and level 41-50 missions, this was the only zone where you could earn tier 3 base salvage.
