There's a technology expert named Fareed Abdullah you should talk to. He's a very interesting guy and knows a great deal about the Clockwork and the Lost. Fareed deals with folks out of Steel Canyon these days.

Fareed is very kind and courteous.

There's a great young historian you should talk to named Wyatt Anderson. He's an expert on the history of all things super-powered, and he can be a big help to new heroes like you. He's especially interested in taking down the Clockwork and the Trolls. Wyatt's research has him in Steel Canyon these days.

Wyatt has a wealth of information.

There's a Hmong businessman named Kong Bao who's a real leader in his community. You should talk to him. I'm sure you'd find him quite helpful, especially when it comes to the Tsoo and the Circle of Thorns. Mr. Kong has strong ties to Skyway City.

You will be helping a great man, Character.

I suggest you go speak to Sgt. Suzanne Bernhard in the street crimes division. She's a good person to know, especially when you're dealing with the Tsoo or the Council. Sgt. Bernhard works the desk in Skyway City.

Suzanne always has her eyes on the streets.

You should meet Tom Bowden. He's an NSA agent recently assigned to Paragon City. His first assignment is trying to crack the Clockwork puzzle, but he also has a chip on his shoulder for the Lost. Tom's government connections have him in Steel Canyon these days.

Tom is very focused, and knows what he is doing.

Have you ever met Vitaly Cherenko, the mystic healer? He's a walking hospital, only he uses magic instead of bandages. You should talk to him and see if you can help each other defeat the Tsoo and the Circle of Thorns. Vitaly can usually be found in Skyway City.

Many people don't understand the work Vitaly is doing, but that doesn't mean it's not important.

I know a courier named Guy Denson who would like to meet you. He runs all over town delivering important packages, and he's helped lots of heroes with the Clockwork and the Lost. Guy's routes have him in Steel Canyon now.

Guy will steer you to the heart of trouble.

Mark Freeman is a mutant with the ability to communicate with machines. He has been focusing his attention on the Clockwork activity lately, altough he's also interested in the mysterious Lost. Mark makes his home in Skyway City.

Mark can be a little brusque, but he has a connection that no one else can possibly match.

I know this guy, his name's Cho Ge. He's a little shady. He even used to be a gangster, but these days he's working for the good guys. He knows everything about the Tsoo and the Council. Cho Ge hangs out in Skyway City nowadays.

As long as you watch your step with Cho Ge, you will benefit from his knowledge.

Maggie Greene is a class act and a good reporter. She'll do good by you. Her investigations have led her to focus on the Clockwork and the Trolls. Maggie files her reports in Skyway City.

Maggie has better instincts than almost anyone I know. Listen to her and you will have plenty of action.

You'd never guess it to look at her, but the sculptor Virginia Hoffman really knows a lot about what's going on in this town, especially with the Tsoo and the Circle of Thorns. You should talk to her. Ms. Hoffman lives in Steel Canyon these days.

Virginia is very eccentric, but she has a good heart and is really interested in doing the right thing.

Have you ever heard of Master Thao Ku? He's an amazing martial arts teacher, as well as aan truly enlightened person. You should meet with him sometime and discuss the Tsoo or the Circle of Thorns. Master Thao has his dojo in Skyway City.

Well done, Character. Master Thao will steer you straight.

Did you ever hear of the Red Tiger? He retired right after the war, and now he's just Jake Montoya. He may not wear a costume anymore, but he can sure help those who do, especially with information on the Clockwork and the Trolls. Jake has retired to Skyway City.

Jake has his eye out for new blood to take up the mantle of heroism.

Detective Karen Parker has a great reputation as a tough but fair-minded cop. If you're respectful and show her you're competent, I'm sure she'll be happy to work with you on the Tsoo and Council. Detective Parker investigates crimes out of the Skyway City precinct.

Detective Parker can be harsh, but only when it's warranted.

Do you have any contacts with Hero Corps yet? Even if you do, you should really talk to Colleen Saramago. I think she'd be happy to give you some assignments dealing with the Clockwork and the Trolls. Hero Corps has stationed Colleen in Steel Canyon.

Hero Corps has a very good information network.

FBI Special Agent Warren Trudeau would like to have a word with you. He's particularly eager to work with new heroes like you in combating the Tsoo and the Council. Agent Trudeau is on special assignment to Skyway City.

I think you will find Agent Trudeau to be very helpful.

Level 20-24

Have you ever read any of Jim Bell's articles in the paper? He's a great reporter who's been doing a lot of articles on the Tsoo and the Warriors. Jim has access to Training Enhancements.

Jim is outspoken and opinionated, but he is extremely well informed.

Do you ever read Dennis Ewell's columns? He's quite a writer, and he told me he'd like your help taking out the Tsoo and the Warriors. Dennis has access to Training Enhancements.

Dennis isn't convinced that the heroes of Paragon City are much better than the villains, but he is coming around.

There's an amazing guy named Tyler French who runs a youth sports program; it keeps troubled teens off the streets. He hears a lot and likes to help heroes out, especially with the Tsoo and the Warriors. Tyler has access to Training Enhancements.

Tyler is really great for the kids, Character. Help him out however you can.

The INS has a woman named Amanda Loomis who works well with heroes. She is trying to keep the Tsoo situation from turning any uglier than it already has, and she also has a deep interest in the Warriors. Amanda should be able to get you Training Enhancements.

Amanda likes to use metaphors, but she understands the realities of Paragon City all too well.

I know a rather interesting fellow named Hinckley Rasmussen. He works as a researcher for the Midnight Squad and takes an interest in helping heroes like you fight the Tsoo and the Warriors. Hinckley has access to Training Enhancements.

He is a bit eccentric, but Hinckley knows his stuff.

I'd like you to meet Lt. Manuel Ruiz from the Gang Unit. He specializes in running undercover operations, and he's always looking for trustworthy individuals to help him out with the Tsoo and the Warriors. The department supplies Lt. Ruiz with Training Enhancements.

Lt. Ruiz has put a lot of gangers away himself; he can help you do the same.

Information

Scientists and Engineer

Dr. Engles moved to Paragon City just before the Rikti Invasion. Already famous for her work with microelectronics and molecular machines, she became the toast of the scientific community when, with the help of anonymous investors, she set up Engles Electronics, a research company focused chiefly on robotics. During the Rikti Invasion, she volunteered her time and expertise to help repair electronics and other equipment damaged during the attack. She also provided similar services for a number of Paragon City's gadget-oriented heroes. She is currently involved in a new robotics project that is somehow related to recovered Rikti technology. Dr. Engles keeps a tight lid on her discoveries, but is otherwise quite open with her knowledge and expertise. Villains have raided her labs on several occasions, but the city's heroes have always come to her rescue, something she's very grateful for.

Briefing

Have you been to Faultline lately, Character? The City's finally begun to rebuild the place! The Circle of Thorns have moved out, and the villain populations are down. Parts of it are almost as safe as any other part of the city. But there's still a lot of trouble out there. In fact, I recently heard about a young man by the name of Jim Temblor who's having some trouble, and could use some help.

Mission Acceptance

Jim Temblor's problems mirror some of the trouble affecting Faultline as a whole. There's a lot of promise, if it doesn't get crushed beneath the weight of the past.

Oh, and take this briefing on the zone, too. It will get you up to speed on the area.

Faultline briefing

Overbrook was built on top of one of the may tributaries leading into the small lake outside of town. Eventually, the city dammed the lake, turning it into the reservoir. Overbrook became a beautiful place, with waterfront property and gleaming skyscrapers. But this was not to last. Right after the war, the arch-villain Faultline tried to blackmail the city with his earthquake devices. A few novice heroes tried to stop him, but failed. The villain set off his machinery and leveled Overbrook. No one has heard from Faultline since, and the area adopted his name until this day. A lot of villains have crawled out of the woodwork to claim the ruins of this zone.

Recently, the city's begun to rebuild the zone. It won't be easy, and the criminal elements aren't leaving. They found out that many of the pre-war supergroups had their bases there, and are now trying to scavenge the ruins. While Longbow has set up near the dam, and the PPD have done their best to keep the rebuilt neighborhood of New Overbrook safe, every hero who can patrol the area is a big help to the reconstruction effort. Faultline isn't quite the trial zone anymore, but it's not a safe place.

Defeat Outcasts in Steel Canyon (15-20)

Briefing

The Outcasts have claimed Steel Canyon as their territory, and are terrorizing the streets. It's going to take constant heroic action to keep them from cementing their hold on the entire zone. I need a hero who can get to Steel Canyon and show them that the streets don't belong to them..

Mission Acceptance

The Outcasts don't just think they're above the law, they think that they can make the laws now. If you can defeat about 20 of them, it should help to knock their egos down some. Good luck, Character.

I guess you've heard that many of the Outcasts long for the life of a superhero. Well, in Boomtown, they've started acting out their fantasies. I've heard reports of Outcasts harassing civilians for small crimes such as littering, jaywalking, and riding bikes on the sidewalk. Nobody likes a jaywalker, but this is just too much! I want you to get over to Boomtown and stop the Outcasts from harassing the populace.

I'm hearing the most reports from Grenadier and the Cannonade. You should probably start in those neighborhoods.

A lot of the raids have taken place in New Overbrook. Start looking for Vahzilok around there.

Every time the Vahzilok population increases, so does the disease rate. The hospital wards are filling up, Character, and something has to be done. I want you to hit the streets and cull the numbers of the Vahzilok. Maybe that will get the city back on the mend.

Normally the Outcasts are big boasters; when they get quiet, I start to worry. I need someone to interrogate some of the Outcasts on the street. See if you can find out what's going on.

The last thing this city needs is more dangerous mystic items in the hands of the wrong people.

The Ring of Pain is a dark device. It can severely reduce a target's defense at the cost of the owner's health. As the target's defense is lowered, you will continue to lose hit points until you deactivate the ring. The Ring of Pain can remain active for about 10 minutes before it is exhausted of its negative energy.

Power

Ranged (Targeted Area of Effect), Foe -Defense

This incantation will drastically reduce the defense of all foes in the affected area. The affected foes become vulnerable and incredibly easy to hit. This scroll possesses powerful dark magics, and its effects are almost impossible to resist or avoid. The Scroll of Ruin can only be used once.

We've got a problem, Character. According to the mystics of MAGI, the Outcasts recently got their hands on the Talisman of Jiang Li. It's a powerful artifact that gives the bearer the power to incinerate those with righteous souls. I can't think of anyone more righteous than the heroes of Paragon City! If the Outcasts figure out how to use that talisman, every hero could be in danger! You've got to recover the Talisman of Jiang Li!

Try seeking the Talisman in Boomtown or Steel Canyon. Those are the zones where the Outcasts usually hang out.

I've learned that an Eidolon called (random-boss) has stolen the Tome of (random-god). She's holed up in the Yellow Rose Cosmetics office, along with a bunch of Vahzilok. There's no telling what will happen if they manage to translate that book. I need you to recover the tome from the Vahzilok. You only have 90 minutes to deal with the Vahzilok.

    • Possible eidolon names are Carver, Dicer, Filleter, Hunter, and Slicer.

Debriefing

I've heard that the eidolons retain working brains and all the memories of their human lives. I guess the memory of being beautiful must have tortured (random-boss). So she decided to regain her lost looks by performing one of the rituals described in the Tome of (random-god).

It's sad, really. How could anyone trade her life, however short, for a hollow existence as one of Vahzilok's zombies?

I'm sure you've heard about what's going on in Bloody Bay. Longbow is recruiting heroes there to fight against the villains coming in from the Rogue Isles. Go talk with the Longbow Warzone Liaison for Bloody Bay over in Skyway City.

Greetings, Character. I'm the Longbow Liaison for the Hero versus Villain PvP zone of Bloody Bay. Bloody Bay is a Player Vs. Player zone. Bloody Bay is VERY dangerous, and if you go there, you almost certainly will be attacked by other players. Do not enter Bloody Bay unless you are willing to engage in Player Vs. Player combat.

If you are interested in entering Bloody Bay, you can get there by climbing up to the rooftop of this building via the fire escape and talking with the helicopter pilot. Once you get to Bloody Bay, you can speak with Warzone Agent Eckman in the Longbow-controlled safe zone. She can provide you with your missions taking place throughout the zone. These missions will allow you to change the course of the battle by providing boosts to Heroes or penalties to Villains. Good luck!
