You need to meet a friend of mine.

Level 15-19

There's a technology expert named Fareed Abdullah you should talk to. He's a very interesting guy and knows a great deal about the Clockwork and the Lost. Fareed deals with folks out of Steel Canyon these days.

Fareed is very kind and courteous.

There's a great young historian you should talk to named Wyatt Anderson. He's an expert on the history of all things super-powered, and he can be a big help to new heroes like you. He's especially interested in taking down the Clockwork and the Trolls. Wyatt's research has him in Steel Canyon these days.

Wyatt has a wealth of information.

There's a Hmong businessman named Kong Bao who's a real leader in his community. You should talk to him. I'm sure you'd find him quite helpful, especially when it comes to the Tsoo and the Circle of Thorns. Mr. Kong has strong ties to Skyway City.

You will be helping a great man, Character.

I suggest you go speak to Sgt. Suzanne Bernhard in the street crimes division. She's a good person to know, especially when you're dealing with the Tsoo or the Council. Sgt. Bernhard works the desk in Skyway City.

Suzanne always has her eyes on the streets.

You should meet Tom Bowden. He's an NSA agent recently assigned to Paragon City. His first assignment is trying to crack the Clockwork puzzle, but he also has a chip on his shoulder for the Lost. Tom's government connections have him in Steel Canyon these days.

Tom is very focused, and knows what he is doing.

Have you ever met Vitaly Cherenko, the mystic healer? He's a walking hospital, only he uses magic instead of bandages. You should talk to him and see if you can help each other defeat the Tsoo and the Circle of Thorns. Vitaly can usually be found in Skyway City.

Many people don't understand the work Vitaly is doing, but that doesn't mean it's not important.

I know a courier named Guy Denson who would like to meet you. He runs all over town delivering important packages, and he's helped lots of heroes with the Clockwork and the Lost. Guy's routes have him in Steel Canyon now.

Guy will steer you to the heart of trouble.

Mark Freeman is a mutant with the ability to communicate with machines. He has been focusing his attention on the Clockwork activity lately, altough he's also interested in the mysterious Lost. Mark makes his home in Skyway City.

Mark can be a little brusque, but he has a connection that no one else can possibly match.

I know this guy, his name's Cho Ge. He's a little shady. He even used to be a gangster, but these days he's working for the good guys. He knows everything about the Tsoo and the Council. Cho Ge hangs out in Skyway City nowadays.

As long as you watch your step with Cho Ge, you will benefit from his knowledge.

Maggie Greene is a class act and a good reporter. She'll do good by you. Her investigations have led her to focus on the Clockwork and the Trolls. Maggie files her reports in Skyway City.

Maggie has better instincts than almost anyone I know. Listen to her and you will have plenty of action.

You'd never guess it to look at her, but the sculptor Virginia Hoffman really knows a lot about what's going on in this town, especially with the Tsoo and the Circle of Thorns. You should talk to her. Ms. Hoffman lives in Steel Canyon these days.

Virginia is very eccentric, but she has a good heart and is really interested in doing the right thing.

Have you ever heard of Master Thao Ku? He's an amazing martial arts teacher, as well as aan truly enlightened person. You should meet with him sometime and discuss the Tsoo or the Circle of Thorns. Master Thao has his dojo in Skyway City.

Well done, Character. Master Thao will steer you straight.

Did you ever hear of the Red Tiger? He retired right after the war, and now he's just Jake Montoya. He may not wear a costume anymore, but he can sure help those who do, especially with information on the Clockwork and the Trolls. Jake has retired to Skyway City.

Jake has his eye out for new blood to take up the mantle of heroism.

Detective Karen Parker has a great reputation as a tough but fair-minded cop. If you're respectful and show her you're competent, I'm sure she'll be happy to work with you on the Tsoo and Council. Detective Parker investigates crimes out of the Skyway City precinct.

Detective Parker can be harsh, but only when it's warranted.

Do you have any contacts with Hero Corps yet? Even if you do, you should really talk to Colleen Saramago. I think she'd be happy to give you some assignments dealing with the Clockwork and the Trolls. Hero Corps has stationed Colleen in Steel Canyon.

Hero Corps has a very good information network.

FBI Special Agent Warren Trudeau would like to have a word with you. He's particularly eager to work with new heroes like you in combating the Tsoo and the Council. Agent Trudeau is on special assignment to Skyway City.

I think you will find Agent Trudeau to be very helpful.

Level 20-24

Have you ever read any of Jim Bell's articles in the paper? He's a great reporter who's been doing a lot of articles on the Tsoo and the Warriors. Jim has access to Training Enhancements.

Jim is outspoken and opinionated, but he is extremely well informed.

Do you ever read Dennis Ewell's columns? He's quite a writer, and he told me he'd like your help taking out the Tsoo and the Warriors. Dennis has access to Training Enhancements.

Dennis isn't convinced that the heroes of Paragon City are much better than the villains, but he is coming around.

There's an amazing guy named Tyler French who runs a youth sports program; it keeps troubled teens off the streets. He hears a lot and likes to help heroes out, especially with the Tsoo and the Warriors. Tyler has access to Training Enhancements.

Tyler is really great for the kids, Character. Help him out however you can.

The INS has a woman named Amanda Loomis who works well with heroes. She is trying to keep the Tsoo situation from turning any uglier than it already has, and she also has a deep interest in the Warriors. Amanda should be able to get you Training Enhancements.

Amanda likes to use metaphors, but she understands the realities of Paragon City all too well.

I know a rather interesting fellow named Hinckley Rasmussen. He works as a researcher for the Midnight Squad and takes an interest in helping heroes like you fight the Tsoo and the Warriors. Hinckley has access to Training Enhancements.

He is a bit eccentric, but Hinckley knows his stuff.

I'd like you to meet Lt. Manuel Ruiz from the Gang Unit. He specializes in running undercover operations, and he's always looking for trustworthy individuals to help him out with the Tsoo and the Warriors. The department supplies Lt. Ruiz with Training Enhancements.

Lt. Ruiz has put a lot of gangers away himself; he can help you do the same.

Information

Reporter

Juliana Nehring is one of the city's most prolific and popular Internet reporters. She runs an independent news site that features articles about the subjects that most interest her. Her daring approach to journalism has won her national acclaim, although some criticize her for putting too much of herself in the story. She has gone undercover on numerous occasions and risked death more than once. Lately she's been focusing most of her attention on the villains that threaten the city. She's particularly interested in Vahzilok because he, like her, uses the Internet to spread his message.

The Vahzilok Plague (15-19)

Souvenir

Hypodermic needle

A used needle may seem like a strange souvenir to some, but to you it's a reminder of one of your closest brushes with death, in an adventure you've come to think of as:

The Vahzilok Plague

It all started when your contact informed you of a deadly new Vahzilok disease. Eager to help, you went into the streets and the sewers to collect data on the diseased Vahzilok. But your heroism was not without its price. You learned that you had been infected with the deadly Vahzilok plague.

Your contact sent you to Professor St. John-Smythe for a cure. But when you arrived at the professor's labs, you found them under attack. You defeated the Vahzilok inside and saved the professor's colleagues, along with some of the precious serum they had concocted. Grateful for your help, one of the scientists used this needle to administer the cure.

Restored to full health, you ventured into the sewers once more, this time on a mission to incinerate the contaminated bodies. You came face to face with Dr. Vahzilok himself, but the mad doctor was not able to prevent you from ridding the world of his plague.

Take the scanning device and use it on any Vahzilok you see

Briefing

Look, the city council wants to keep this quiet. There's been a rash of mysterious illnesses in the past few days, and a few cases have already proved fatal. We're not sure what this disease is, but it's quite virulent. If something isn't done soon, we'll be living in a ghost town.

We do have good evidence that the illness is connected to the Vahzilok zombies. I need you to take this scanning device and use it on any Vahzilok you see. We need all the data we can get.

Mission Acceptance

Once you've defeated at least 15 of them, we should have enough data.

Unnecessary Solicitation

If you don't scan some more Vahzilok, we won't be able to use your data at all.

Here's the scanner. I hope you can find some good data for us.

Clue
Medical scanner

This small medical device was designed by the ingenious Jonathan St. John Smythe. When placed on a subject's skin, it scans the body for any infections.

Mission Objective(s)

  • Scan Vahzilok for disease info
    • Defeat 15 Vahzilok

You have scanned enough Vahzilok.

Clue
Vahzilok data

This data contains information on the Vahzilok you defeated. It will be cross-referenced with previous scans to determine if these Vahzilok were carriers of the deadly new plague.

Debriefing

Thanks for scanning those Vahzilok, Character. If they were carriers of this strange new disease, this data will be invaluable.

The best minds in Paragon City are working on this data you collected from the diseased Vahzilok.

Eliminate the diseased Vahzilok and collect samples

Briefing

We had people all over the city scanning Vahzilok, but you got the best results. Based on your data, we think we've discovered where the diseased zombies are coming from! No surprises here; those walking disease factories have been hanging out in the most unhygienic place they could find: the sewers. I need you to eliminate the diseased Vahzilok and collect some samples of their tissue and blood.

Mission Acceptance

Get back to me as soon as you can, Character, and watch out for a Vahzilok they call the Boss Name. He's as nasty as they come.

Unnecessary Solicitation

I need those blood and tissue samples to keep this investigation on track.

Mission Objective(s)

On the way here, you passed some kids playing kick-the-can. They have no idea that the Vahzilok infection could soon be ripping through their neighborhoods like a forest fire.

  • Eliminate all diseased Vahzilok
    • Find disease sample

You have located pure samples of the Vahzilok disease.

Clue
Vahzilok blood sample

These vials of foul-smelling, black blood should help determine the nature of the virulent Vahzilok contagion.

Notes

  • The boss name can vary. Possiblities are Cutter, Doctor, Surgeon and Vivisector.

Enemies

Vahzilok

Notable NPCs

Debriefing

Great work, Character! These samples are the disease in it's pure form. With these, we're sure to find an antidote. I'll get tests run on them immediately.

Take the diseased blood samples to Professor St. John-Smythe for final processing

Briefing

I'm sorry to say this, but you've been infected with the Vahzilok virus. Now, I don't want you to panic; it's at a very early stage, and we're already hard at work on a serum. If you could take these diseased blood samples to Professor St. John-Smythe for final processing, I'm sure he could give you a shot right away.

Mission Acceptance

If you start to feel woozy, whatever you do, don't go to sleep!

Unnecessary Solicitation

Get those samples over to the professor, Character. You are pushing your luck.

Temporary Power

Power

Auto: Self -Regeneration, -Recovery, -Hit Points, -Endurance

You have been infected with the Vahzilok Wasting Disease. This disease, introduced by the Vahzilok, is slowly wasting you away. Find a cure, quick! Your maximum hit points, endurance, regeneration, and recovery have all been reduced.

Deliver samples to the professor

Mission Objective(s)

  • Deliver samples to the professor

Briefing

Thank goodness you're here! Our labs are under attack by Vahzilok zombies, and we need your help! If that lab falls to the Vahzilok, our hopes for a cure will be ruined!

Defeat Patient Zero and minions

Mission Objective(s)

Saving the scientists is the only hope you have of curing the Vahzilok wasting disease.

  • Defeat Patient Zero and minions
    • 3 scientists to rescue

You have rescued the scientists and saved the labs. One of the scientists gave you a shot to cure you of the Vahzilok disease.

Clue
Scientist conversation

One of the scientists you rescued said:

'I'm glad you got here when you did. You just missed Dr. Vahzilok himself! He found half of our supply of the serum, and left to examine it. His minions would have found the rest in a few more minutes. Here, let me give you a shot. You'll be all right soon. But I'm afraid that Dr. Vahzilok will just alter his disease to make it resistant to our cure. I guess this proves that his so-called humanitarian motives are nothing but a crock. He can't be trying to cheat death if he's spreading killer viruses around.

Enemies

Vahzilok

Notable NPCs

Debriefing

So, Dr. Vahzilok's minions made off with some of the serum! If Dr. Vahzilok modifies his virus to resist that drug, we may not be able to step the epidemic!

Go to the sewers and incinerate every body you find

Doctor Vahzilok

Briefing

Now that Dr. Vahzilok has a sample of the antidote, it's only a matter of time before he can modify his virus and undo our work. However, I've analyzed all the data, and I think I have a very viable candidate for the ground zero of this entire outbreak. I'd like you to go down to the sewers and incinerate every body you find. If you can manage this, Character, you'll put an end to Vahzilok's evil plague forever!

Mission Acceptance

You must be careful, Character. Dr. Vahzilok himself knows about your involvement, and may try to stop you. You'll have to judge for yourself if you'll be strong enough to fight him, or if destroying the bodies is the better answer. Maybe we can put an end to this whole thing here and now, before the rest of the city gets infected.

Unnecessary Solicitation

Please put an end to this Vahzilok plague!

Mission Objective(s)

The hackles on the back of your neck stand on end.

  • Put an end to Vahzilok plague
    • 4 bodies remaining. Defeat Dr. Vahzilok (Issue 12 Patch notes)

You have put an end to the Vahzilok plague.

Enemies

Vahzilok

Notable NPCs

Debriefing

So, you actually came face to face with Dr. Vahzilok himself? Few people have done that and lived to tell the tale. It's interesting that he seemed to have the same goal as you: eradicating the deadly plague he had caused. I guess it's possible that Vahzilok really does care about the harm he causes.

Missions

Be introduced to Jim Temblor

Briefing

Have you been to Faultline lately, Character? The City's finally begun to rebuild the place! The Circle of Thorns have moved out, and the villain populations are down. Parts of it are almost as safe as any other part of the city. But there's still a lot of trouble out there. In fact, I recently heard about a young man by the name of Jim Temblor who's having some trouble, and could use some help.

Mission Acceptance

Jim Temblor's problems mirror some of the trouble affecting Faultline as a whole. There's a lot of promise, if it doesn't get crushed beneath the weight of the past.

Oh, and take this briefing on the zone, too. It will get you up to speed on the area.

Unnecessary Solicitation

I'm sure Mr. Temblor will be pleased to meet a Hero like you.

You take the briefing on Faultline.

Clue
Faultline briefing

Overbrook was built on top of one of the may tributaries leading into the small lake outside of town. Eventually, the city dammed the lake, turning it into the reservoir. Overbrook became a beautiful place, with waterfront property and gleaming skyscrapers. But this was not to last. Right after the war, the arch-villain Faultline tried to blackmail the city with his earthquake devices. A few novice heroes tried to stop him, but failed. The villain set off his machinery and leveled Overbrook. No one has heard from Faultline since, and the area adopted his name until this day. A lot of villains have crawled out of the woodwork to claim the ruins of this zone.

Recently, the city's begun to rebuild the zone. It won't be easy, and the criminal elements aren't leaving. They found out that many of the pre-war supergroups had their bases there, and are now trying to scavenge the ruins. While Longbow has set up near the dam, and the PPD have done their best to keep the rebuilt neighborhood of New Overbrook safe, every hero who can patrol the area is a big help to the reconstruction effort. Faultline isn't quite the trial zone anymore, but it's not a safe place.

Mission Objective(s)

Defeat Outcasts in Steel Canyon (15-20)

Briefing

The Outcasts have claimed Steel Canyon as their territory, and are terrorizing the streets. It's going to take constant heroic action to keep them from cementing their hold on the entire zone. I need a hero who can get to Steel Canyon and show them that the streets don't belong to them..

Mission Acceptance

The Outcasts don't just think they're above the law, they think that they can make the laws now. If you can defeat about 20 of them, it should help to knock their egos down some. Good luck, Character.

Unnecessary Solicitation

Go to Steel Canyon and defeat Outcasts.

Mission Objective(s)

  • Defeat Outcasts in Steel Canyon
    • Defeat 20 Outcasts

You have defeated out enough Outcasts to get your message through.

Enemies

Outcasts

Debriefing

Great job dealing with those Outcasts, Character. They're going to be a problem in Steel Canyon for a long time, but you've taught them a lesson today.

Go to Boomtown and stop the Outcasts from harassing the populace (14-18)

Briefing

I guess you've heard that many of the Outcasts long for the life of a superhero. Well, in Boomtown, they've started acting out their fantasies. I've heard reports of Outcasts harassing civilians for small crimes such as littering, jaywalking, and riding bikes on the sidewalk. Nobody likes a jaywalker, but this is just too much! I want you to get over to Boomtown and stop the Outcasts from harassing the populace.

I'm hearing the most reports from Grenadier and the Cannonade. You should probably start in those neighborhoods.

Mission Objective(s)

  • Combat Outcasts in Boomtown
    • Defeat 15 Outcasts

Debriefing

With their powers, many of the Outcasts could have found work as heroes. It's a pity that they chose a life of crime instead.

Go to Faultline and stop the Vahzilok raids (14-19)

Briefing

I've learned that the Vahzilok have been raiding the labs and medical centers in Faultline. In the last raid, they took a number of organs that were intended for transplants. You've got to get over to Faultline and stop the Vahzilok raids.

A lot of the raids have taken place in New Overbrook. Start looking for Vahzilok around there.

Mission Objective(s)

  • Combat Vahzilok in Faultline
    • Defeat 15 Vahzilok

You have discouraged the Vahzilok from raiding Faultline's medical centers for human organs.

Debriefing

Thanks for putting down those Vahzilok raids. I'm sure Paragon City's medical community is as grateful as I.

Hit the streets and cull the numbers of the Vahzilok (15-19)

Briefing

Every time the Vahzilok population increases, so does the disease rate. The hospital wards are filling up, Character, and something has to be done. I want you to hit the streets and cull the numbers of the Vahzilok. Maybe that will get the city back on the mend.

Mission Acceptance

There are Vahzilok all over Faultline and Steel Canyon. I'd like you to start in those areas.

Unnecessary Solicitation

The hospital wards are still standing room only. If you can't defeat a few more Vahzilok, Paragon City may never be healthy again.

Mission Objective(s)

  • Stop wave of illnesses
    • Defeat 15 Vahzilok

You have decreased the number of illnesses propagated by the Vahzilok.

Enemies

Vahzilok

Debriefing

You did a good job dealing with those Vahzilok, Character. Thanks to you, the hospitals are clearing out.

Interrogate some Outcasts on the street (17-20)

Briefing

The Outcasts often move minor artifacts to anyone in the city interested in getting an edge. There's a rumor that they're planning a big auction of magical artifacts, but none of my sources have found anything concrete. Normally the Outcasts are big boasters; when they get quiet, I start to worry. I need someone to interrogate some of the Outcasts on the street. See if you can find out what's going on.

Mission Acceptance

The last thing this city needs is more dangerous mystic items in the hands of the wrong people.

Ambush! Upon acceptance of the mission, there will be an ambush by Outcasts.

Get information from Outcasts

Unnecessary Solicitation

One of the Outcasts has to know something about this auction.

Mission Objective(s)

  • Get information from Outcasts
    • Defeat 15 Outcasts

One of the Outcasts you defeated was carrying an invitation to an auction.

Clue
Auction advertisement

This is an invitation to an auction of mystic artifacts. It designates the time and place for the auction to commence.

Defeat auctioneer and his crew

Unnecessary Solicitation

You need to stop that auction and recover all the artifacts up for bid.

Mission Objective(s)

There are villains from multiple mystic groups here, all ready to bid on relics of mystic power.

  • Defeat auctioneer and his crew - 1:30 timed
    • 4 artifacts to recover

You have stopped the Outcast's auction.

Enemies

Outcasts
Hellions
Tsoo
Circle of Thorns

Notable NPCs

Temporary Powers

During the mission some of the objects you retrieve can be useful against the villainsThis power can be lost when you return to the contact that bestowed it.:

Power

Ranged, Foe -Defense, Self Damage over Time

The Ring of Pain is a dark device. It can severely reduce a target's defense at the cost of the owner's health. As the target's defense is lowered, you will continue to lose hit points until you deactivate the ring. The Ring of Pain can remain active for about 10 minutes before it is exhausted of its negative energy.

Power

Ranged (Targeted Area of Effect), Foe -Defense

This incantation will drastically reduce the defense of all foes in the affected area. The affected foes become vulnerable and incredibly easy to hit. This scroll possesses powerful dark magics, and its effects are almost impossible to resist or avoid. The Scroll of Ruin can only be used once.

Clue
Artifacts

The artifacts you recovered seem to buzz with power, but you cannot deduce their purpose.

Debriefing

I'm glad you were able to stop this auction. The Outcasts have been putting a lot of these magic items out on the streets lately. They always seem to have a downside or a curse on them, but the Outcasts still seem to find ready buyers. I guess there are a lot of people in this city who are desperate for a little power.

Recover the Talisman of Jiang Li (15-19)

Briefing

We've got a problem, Character. According to the mystics of MAGI, the Outcasts recently got their hands on the Talisman of Jiang Li. It's a powerful artifact that gives the bearer the power to incinerate those with righteous souls. I can't think of anyone more righteous than the heroes of Paragon City! If the Outcasts figure out how to use that talisman, every hero could be in danger! You've got to recover the Talisman of Jiang Li!

Mission Acceptance

Try seeking the Talisman in Boomtown or Steel Canyon. Those are the zones where the Outcasts usually hang out.

Unnecessary Solicitation

Have you found that talisman yet?

Mission Objective(s)

  • Recover Talisman of Jiang Li
    • Defeat 15 Outcasts

On one of the fallen Outcasts, you found the Talisman of Jiang Li.

Clue
Talisman of Jiang Li

This evil talisman could easily be mistaken for a simple black pebble, were it not for the fact that it burns your hand.

Debriefing

Thanks for recovering this talisman, Character. If you hadn't acted quickly, the Outcasts might have figured out how to use it.

Recover the tome from the Vahzilok (15-20)

Briefing

I've learned that an Eidolon called (random-boss) has stolen the Tome of (random-god). She's holed up in the Yellow Rose Cosmetics office, along with a bunch of Vahzilok. There's no telling what will happen if they manage to translate that book. I need you to recover the tome from the Vahzilok. You only have 90 minutes to deal with the Vahzilok.

Mission Acceptance

The Tome of (random-god) describes a number of powerful ceremonies. I don't want the Vahzilok performing any of them!

Unnecessary Solicitation

I need you to recover that tome, and quickly!

Mission Objective(s)

Sewer slime is smeared across the foyer's cheery wallpaper

  • Defeat (random-boss) and her minions - 1:30 timed)
    • 7 office workers to rescue, recover the tome

You have defeated the Vahzilok, rescued the office workers, and recovered the Tome of (random-god)

Enemies

Vahzilok

Notable NPCs

Clue
Tome of (random-god)

This tome is dedicated to the ancient god (random-god). It is written in an alphabet that you have never seen before.

Notes

  • The name of the tome and the eidolon can vary.
    • Possible tome names are Bion, Hermes, Ignis, Phobos, Suzerain, and Telos.
    • Possible eidolon names are Carver, Dicer, Filleter, Hunter, and Slicer.

Debriefing

I've heard that the eidolons retain working brains and all the memories of their human lives. I guess the memory of being beautiful must have tortured (random-boss). So she decided to regain her lost looks by performing one of the rituals described in the Tome of (random-god).

It's sad, really. How could anyone trade her life, however short, for a hollow existence as one of Vahzilok's zombies?

Speak with Longbow Liaison for Bloody Bay

Briefing

I'm sure you've heard about what's going on in Bloody Bay. Longbow is recruiting heroes there to fight against the villains coming in from the Rogue Isles. Go talk with the Longbow Warzone Liaison for Bloody Bay over in Skyway City.

Mission Acceptance

The Longbow Liaison will give you an appraisal of the situation in Bloody Bay. You can then make the choice whether you want to get involved or not.

Unnecessary Solicitation

Have you met with the Longbow Liaison yet?

Mission Objective(s)

  • Speak to Longbow Liaison

Debriefing

Greetings, Character. I'm the Longbow Liaison for the Hero versus Villain PvP zone of Bloody Bay. Bloody Bay is a Player Vs. Player zone. Bloody Bay is VERY dangerous, and if you go there, you almost certainly will be attacked by other players. Do not enter Bloody Bay unless you are willing to engage in Player Vs. Player combat.

If you are interested in entering Bloody Bay, you can get there by climbing up to the rooftop of this building via the fire escape and talking with the helicopter pilot. Once you get to Bloody Bay, you can speak with Warzone Agent Eckman in the Longbow-controlled safe zone. She can provide you with your missions taking place throughout the zone.
