Overview
The Paragon Rewards Program was introduced to take over where the Veteran Rewards Program left off. Instead of granting a specific award every three months, the Paragon Rewards Program grants a token every month, plus one for every full year (so a twelve month veteran has 13 tokens, a thirteen month veteran has 14 tokens, a 24 month veteran has 26 tokens, etc.), which allows the player to choose which reward he or she wants that month out of a tier-restricted "tree" of rewards. This means that players can take their rewards in the order they wish, though in order to advance to the next tier of rewards, a player's current rewards tier must be completely filled out. For instance, Tier 6 is composed of seven rewards; in order to move on to Tier 7, all seven Tier 6 rewards must be chosen. Tiers are composed of one to seven rewards, which include both previous Veteran Rewards Program items and new items. There are nine tiers of rewards, which includes a set of Tier 9 rewards at that are restricted to VIP Players.
Reward tokens are granted each month to any VIP Player and Premium Player (Free Players cannot progress beyond Tier 1). Time purchased in multiple blocks grants all of the applicable reward tokens up front at the time of the purchase, instead of spreading them out once per month over the subscription: someone who buys a yearly subscription will be granted 13 tokens (12 monthly plus their "one year" token). Reward tokens are also granted for spending $15USD (/£?/€?) on the Paragon Market, which equates to 1,200 Paragon Points.
Content unlocked via Paragon Rewards stays unlocked for that account, regardless of subscription status, except for the special Tier 9 VIP rewards. Additionally, Paragon Rewards are granted on top of the 400 Paragon Points a VIP Player is awarded each month for an active subscription. Additionally, if a player is Tier 9 VIP status, they get an extra 150 PP per month on top of the 400 points for a standard VIP subscription, for a total of 550 free PP per month.

There are other awards that are unlocked automatically upon reaching a certain tier; for instance, Controllers and Masterminds are restricted to Tier 5 (which requires accruing 9 reward tokens), but do not require spending a reward token to unlock them. Of course, both archetypes can be unlocked prior to this with a Paragon Points purchase on the Paragon Market. Similarly, the Mission Architect unlocks at various stages, beginning with being able to earn rewards at Tier 4 (6 tokens) and being able to create stories at Tier 6 (14 tokens); again, access to Mission Architect is available early on the Paragon Market.
Converting from Veteran Rewards Program
For a veteran from before City of Heroes: Freedom launch, it takes a simple math formula to assess the number of tokens an account will have.
N/4 + N/12 (N = Number of months subscribed; round down)
For those that prefer not to have to do the math above, you can simply add up your veteran rewards tokens and add one token for every four veteran badges. You can find the tier you are entitled to by finding your highest veteran reward on the following table.

While the announcement for the 400 free Paragon Points has been mistakenly believed to include extra free Paragon Rewards tokens, this is not the case. You will start getting 1 token a month after City of Heroes: Freedom launch, not before.
