Ice Melee
Overview
Ice Melee is a standard power set that is a primary set for Brutes, Scrappers, and Stalkers and a secondary set for Tankers.
"Ice Melee allows the player to use Cold-based attacks, and even conjure up frozen melee weapons. Ice Melee powers are known for their ability to slow an opponent."

Powers
Assassin's Ice Sword
A signature Stalker attack. This attack does superior lethal damage on its own as a frontal attack and cannot be interrupted. However, if it is executed while you are Hidden, this attack will do tremendous lethal damage, as you impale your unsuspecting foe. This attack may be interrupted if you move or are attacked while executing this power and are hidden. Using this power while not hidden has a chance to critically hit equal to 33.3% times the number of stacks of Assassin's Focus. This power is needed for the Empower and Sweep combination attacks. Using Assassin's Strike when not hidden will remove all stacks of Assassin's Focus regardless if you critically hit or not.

Although the power's description says it does Lethal damage, it actually does both Cold and Lethal damage.

Confront
Challenges a foe to attack you. Useful to pull a villain off an ally who finds themselves in over their head. A To Hit check is required to Taunt enemy players, but is not required against critter targets.

Freezing Touch
This Freezing Touch will encase a single foe in a block of ice. This will deal high damage over time, as well as freezing him in his tracks, leaving him cold and helpless.

Frozen Aura
Your mastery of cold enables you to dramatically lower the temperature immediately around you. When you perform a Frozen Aura, nearby foes will be frozen within a fragile casing of ice and suffer a moderate amount of cold damage. These frozen foes will break free if attacked. Frozen Aura deals moderate damage.

Frozen Fists
Frozen Fists encrusts your hands in ice, giving them the ability to quickly inflict minor damage on villains. The foe's attack speed and movement speed is Slowed, due to the chills caused by the cold blows. This power can bruise an enemy, making them more vulnerable to damage.

Greater Ice Sword
Your mastery of Ice allows you to create an enhanced blade of solid ice that deals above average damage. Being hit by the Greater Ice Sword will Slow a villain's attack and movement speed, due to the intense chill.

Ice Patch
You emanate a Patch of Ice around you. Foes that step onto the Ice Patch will slip and fall down. This effect lasts until the ice melts. You must be near the ground to activate this power.
Ice Sword
You create a blade of solid ice that deals good damage. Being hit by this Ice Sword will Slow a target's movement and attack speed, due to the intense chill.

Placate
Allows you to trick a foe to no longer attack you. A Successful Placate will also Hide you. This Hide is very brief, and offers no Defense bonus, but it will allow you to deliver a Critical Hit or an Assassin's Slash. However, if you attack a Placated Foe, he will be able to attack you back.

Taunt
Taunts a foe, and some nearby foes, to attack you. Useful for pulling villains off an ally who finds themself in over their head. Taunted foes tend to ignore other Heroes and focus on you for quite a while, so use this power cautiously. A To Hit check is required to Taunt enemy players, but is not required against critter targets.

Historical
- This set has been in the game for Tankers since Issue 0.
- This set, along with Ice Armor, was briefly considered as a Brute Power Set in the City of Villains Beta. However, the -Recharge from the sets along with the +Defense of Ice Armor made them counteract Fury generation, so the sets were dropped.
