The locations of all the plaques are here: https://cityofheroes.dev/badges/badge.php If someone wants to go through and validate which one is which. The location of the Brickstown plaque is SLIGHTLY off because it points to the statue, so make sure to get the correct loc in game for it, the rest should be correct. Here is my list of locs. I rounded them to 1 decimal place but that should still be good enough to get the coordinates to or very near the face of the plaque itself. I've checked them several times during testing for vidiotmaps and my other mods that use locations. The numbers correspond to the order in which they are listed in the patch notes. For example, Atlas Park 1 is Rudolph Augustus Seifert, AP 3 is Vietnam War.
