I happened to look on my level 45 brute and realized Willy was still an active contact. NO progress in the contact bar, but (mini) story arc icon showing. I talked to him and he had me do the 20 circle of thorns hunt, plant 5 bombs in arachnos base mission, then offered me the mission that grants Paragon of Vice.
