To obtain this power, you must rescue the paramedic hostage in the Stop the Trolls from hitting the party mission from Colleen Saramago, Jake Montoya, Maggie Greene and Wyatt Anderson.

Or, rescue the Police negotiator in the Arrest Storm and his crew mission from Pavel Garnier
