Issue 21, unknown title, will be a major revision to City of Heroes and City of Villains.

Confirmed Content

  • Issue 21 has been confirmed not to contain any additional Incarnate slots.
  • Producer's letter for May 2011 confirms a new zone and revamping of some of the old lower level zones.

Notes

There is no scheduled release date set for Issue 21. However, if previous release schedules are an indicator, it should be live by approximately the end of fall 2011.
