Information
An older-style slot machine with a pull-arm and an orange video screen
You don't know why exactly, but something seems slightly wrong with this gambling device. Maybe it's the fact that no one else ever goes near the machine, or how the glowing orange light of it's screen sometimes turns blood-red, or that the cigarette burns on the front of the machine almost seem to spell something out, but something definitely feels like it isn't right. As you look at the machine, the dials begin to spin on their own, and as its lights flash and its bells ring, you could swear that you hear something that sounds like a voice buried amid the cacophony.

These strange Casino chips each have a clue on one side that led you on a series of exploits you now remember as:
Miss Fortune's Wheel
You always thought being a villain would be interesting and profitable, but sometimes things get kind of strange, even for you. You'd heard that there was a Slot Machine in St. Martial that sometimes gave out hot tips to criminal opportunities instead of a jackpot. Turns out the rumors were true. You played the machine and got a tip about some Tsoo who had stolen some ancient weapons from an archaeological exposition being held at the Giza.
You played the Slot Machine again, and this time learned about a group of Freaks who had tried to hack the Giza's accounts. While busting their heads and trying to steal all the purloined funds yourself, you found out that the Freak leader had been blackmailing the Tsoo boss you'd just taken out, and was himself in the thrall of a Carnival Mistress.
The next clue led you to a Carnival heist in progress. While fighting and stealing, you found out that Miss Fortune, the Carnival Mistress running the show, was not only the one controlling the Freak boss you'd fought, but was also in debt to the Tsoo boss you battled earlier. It seems that what comes around goes around, on Miss Fortune's Wheel.

You put in some coins and pull the lever. The wheels whirl and the orange screen lights up. The wheels click into place, and the machine began to blare noise from it's speakers. The screen reads:

The wheels spin and the lights flash, and a single casino chip drops into the reward bin on the Slot Machine. An address is stamped on the plastic chip, along with the words 'Game Start!'. The slot machine's screen says:

and then goes blank.

You found a ledger with some interesting information in it.
This leather-bound notebook contains indexes of debts owed to the Tsoo by various people, as well as if they've paid up. Most if it's in code, so it's not very useful. A quick flip through it reveals that the biggest debtor is identified as 'M. Fort.', not that it means much.
You stole some old weapons.
You recognize these ancient bronze weapons you stole from the Tsoo. If you remember right, they were part of a big traveling archaeological exhibit that was going to open at the casino soon. They've been all over the news. The Tsoo probably couldn't resist. And now you'll get to profit from it when you sell these old things to the highest bidder.

The artifacts are all sold, and the money's in your account. You don't know how, but this machine tipped you off correctly. Right now its screen reads:

This computer disk is filled with pictures. One set, labelled 'Blackmail', shows a Tsoo warrior of the Copper Serpent sect engaged in some rather compromising behaviour. Another set, labelled 'Mistress', shows 'L3ctr0-li3s engaged in some rather compromising behaviour himself while being led around by a Carnival Mistress.

These account access codes will open up the electronic accounts the Freakshow have opened to hold the money they've stolen from the Casinos. It's amazing what you can steal with a few keystrokes these days.

The defeated Mistress Fortune was clutching onto some papers in her hand.
Mistress Fortune was clutching these papers when you defeated her. Mostly they seem to outline her plan to use the money to pay off her gambling debts to a Tsoo crime-lord of the Copper Serpent Clan. There are also some notes about using the rest for a big party for her crew and some Freakshow she was working with. Something tells you that you'll have a much better use for all of that money.
You steal some bearer bonds!
These bonds are as good as cash. Better, actually, because they're still accruing interest from the Arachnos Bank.
Note: There does not seem to be an Arachnos ambush during this mission, despite the mission warning you of such a thing, and following the theme from the first two missions. More testing may be required on this.

Debriefing
Those bearer bonds were quite a windfall, and considering the highly suspect activities going on, it's going to be unlikely that anyone will even say you were there. Once more the Slot Machine's clue was perfect. How it works is still a mystery, but you have the feeling that there may still be some more games to play with this particular one-armed bandit.

This letter arrived for you anonymously several days ago. There's no name for it, but the postmark says it's from Poughkeepsie, NY. The moment you open it, you realize who it's from, and recall the exploit you remember as:
High Roller's Last Gamble
'Hey, pal!
You'll have to excuse me if I don't use your name. Now that I'm outside the game, I gotta watch out for stuff that connects my new identity to my old one.
So, I've gone legit. I made it back to the 'States with no more hare-brained schemes to get me new powers on the way. I'm living with my sister's family until I get some money saved up. I got that job as a shop teacher, too. I just got started, and it's going pretty good. While I may not be able to build a death-ray right, I'm still pretty handy with a drill-press. Oh, and heres the craziest thing: So there I was getting shown around the campus by the principal, and I walk into the science class, and bam! Right there at the blackboard is one of my old arch-enemies! Well, he's 'Mr. Simmons' now. We had some laughs about that over lunch. Turns out he's mentoring one of his students who's invented some kind of 'Time Serum', and that kid doesn't get along with one of my students who told me he's been trying to build a battle-suit. It should be fun.
Hey, 'Mr. Simmons' told me something. You remember I told you about my big shot? With the intelligent Slot Machines? Well, 'Mr. Simmons' told me that they never got all of them because a couple of the things had been stolen in transit by some Arachnos-backed pirates. So, keep an eye out, there may be one still working out on the Rogue Isles somewhere.
Anyway, I got to get my lesson plan ready for next week. So, thanks for all the help. And remember, don't let any of them take away what's yours.

The Slot Machine was acting kind of weird, but this is a Council base, just the same.

You took out all the council people, and examined the supposed super-weapons. They were all completely useless.
Note: The mission can be completed by defeating all enemies, and rescuing High-Roller and leading him back to the entrance. The weapons caches do not have to be done to complete the mission, also you will not see the clue if you do not pick them up.

Far from being the Super Weapons the Slot Machine mentioned, these prototypes are next to useless. The tornado gun barely generates a light breeze, and the laser-cannon couldn't even sunburn an albino. All of them are tagged as a failure by the Council scientists.
The former villain you freed from the Council was very thankful, and told you some of his story:
'You know, I used to be a villain once myself. They called me 'High Roller' back then. That was an incredible time. I was one of those super-science types. Built my all my own stuff, based all around gambling themes. I was kind of obsessed with that. Called myself 'High Roller'.
Back then, all you needed to be a player in the villain biz was a pair of rocket skates and a dream...
But that's all over now. Sister Psyche burned out my mechanical skills to stop me from finishing a luck-destroyer bomb, and Positron blew up my last pair of rocket skates back in '98. So, I'm afraid I won't be that much help to you.
Anyway, thanks for the gettin' me away from these guys. I tried to sell them some of my new superweapons designs, but, well, I ain't exactly the inventor I used to be. They were really angry, and I think they were gonna use me in some kinda alien experiment. And hey, I may want another shot at powers as much as any other guy, but I don't want some crazy alien thing in me.'

The cool air of the cave is filled with the heavy organic warmth of the Devouring Earth.

There were no jewels to be found, just angry Devouring Earth monsters and another run-in with High Roller.

These worthless pieces of rubble and quartz are completely valueless, if kind of pretty. The Devouring Earth were probably just keeping them to line a nest or something.
High Roller looks at you glumly. It takes him a minute to say something, and every word is an apology:
'Aw, jeez. You must think I'm the biggest loser in the Isles. I guess maybe I am. See, after that last run-in, I couldn't pay the bills on my workshop, so they closed it down. But I heard that there's this other scientist up in Grandville named Vernon von Grun who's paying big bucks for Devouring Earth specimens. I packed up the best of the weapons I designed and figured this was it, I'd bag one of these things and sell it to von Grun. He's with Arachnos, if anyone knows how to get me new powers, he could be it.
It was a total failure. I don't even know why I tried. I know these damn things are useless. I can't invent anymore, I'm out of the game, I got nothing.
But you know what it's like! You're on top of the world! Power at your fingertips! I gotta try! I had to try. You'd do the same if you were like me. So don't you pity me. Don't! I'll get it all back. I gotta get it all back. I only got one shot left.'
Debriefing
The moment you stand in front of the machine, the screen lights up. If text could read apologetically, you'd think it was trying to grovel:

High Roller looks at you sheepishly, and tries to explain himself:
'I don't even know why I tried this stupid magic thing anyway. I'm a science guy. Magic? What was I thinking?
That was rhetorical. I know what I was thinking. I wanted it all back. I wanted my old glory days back. When I was powerful. When I was worth something.
You know, I almost did it once. The big score. The big steal. I told you I was all gambling themed, right? Well, I'd built these intelligent gambling machines. Slot machines, mostly. They were gonna monitor casinos all over the world, and then strike at once, hacking in and draining the casinos' funds dry in one shot. But that robot on the Freedom Phalanx, Citadel. He figured the whole thing out and shut'em all down. The Phalanx cornered me, and I tried to threaten them with my quantum luck bomb, and well, I told you the rest.You know, that was a pretty good shot, wasn't it? How many people can even say they came that close? Who else can say they faced down half the Freedom Phalanx, or nearly bankrupted the casinos of the world? My inventions are gone, sure, but when I had that gift, I used it. I really did.
You've helped me a lot. I guess it's time I stopped trying to hog the stage and stepped aside for the next generation. I got a sister in Poughkipsie who says she can get me a job as a shop teacher. Who knows? Maybe I'll end up helping some kid build his first battlesuit.

Debriefing
The lights on the Slot Machine build up to a crescendo, and then a clattering fountain of coins to pour into the tray. As you gather them in big handfuls, words slowly crawl across the orange screen:
'I'm sorry I had to lie to you like that.
But I had to try to save him.
Here's all that I owe you, and a little more.
I won't bother you again.'
As the last coin clinks into the reward tray, the jackpot sounds fade, the wheels slow to a stop, and the lights on the Slot Machine dim and go out.
