Arbiter Uller

Arbiter Uller is an NPC located in the Villain base of Recluse's Victory. He is standing near the tactical map inside the villain base and will give an overview of the activities and objectives to be found there. He is not a contact.

Character! Let me apprise you of the situation.

Topside, there are seven pillboxes that serve as Temporal Anchors placed throughout the city. You can see them on the Ops Map wall, marked as white crosses. Each time we capture a pillbox, it sets the world one step closer to Lord Recluse's dream. These captures, and the areas affected, are updated live on the map here: red for Villains and blue for Heroes.

We must capture 6 pillboxes to bring our destiny to reality. Be advised that, even when we succeed, the hold is only temporary. We are working on a way to lock it down, so be diligent. Once the area is secured, you must then take the fight directly to the Heroes! We will be tracking your actions and will reward you for your dedication.

You are not alone in this fight, soldier. All of the Patrons and even Lord Recluse himself will be supporting the battle. We also have some new technologies to add to your arsenal. Talk to Arbiter Minos on the first floor of the Teleporter room to learn more.
