Check it, I know someone you should talk to.

Level 20-24

Have you ever read any of Jim Bell's articles in the paper? He's a great reporter who's been doing a lot of articles on the Tsoo and the Warriors. Jim has access to Training Enhancements.

Jim is outspoken and opinionated, but he is extremely well informed.

There's a wise old man named Dr. Cheng who knows just about everything there is to know about the Banished Pantheon and the Circle of Thorns. He has access to Training Enhancements.

Dr. Cheng is very wise, Hero. Pay close attention to his words.

Claire Childress is as much a part of the spirit world as our own. Some say she's flighty, but there are few in Paragon City who can provide more aid to one who seeks to battle the Freakshow or the Family. Claire has access to Training Enhancements.

Listen closely to her words; they may contain more information than you realize.

I'd like you to meet Oswald Cuthbert. He's a probation officer and thus has a lot of contact with the sordid side of Paragon City. He often uses heroes like you to help him out with the Sky Raiders and the Council. Oswald can get you Training Enhancements.

Good choice, Character, and good hunting

Do you ever read Dennis Ewell's columns? He's quite a writer, and he told me he'd like your help taking out the Tsoo and the Warriors. Dennis has access to Training Enhancements.

Dennis isn't convinced that the heroes of Paragon City are much better than the villains, but he is coming around.

Wil Eziquerra is an excellent reporter who specialized in stories on the Sky Raiders and the Council. His sources usually keep him stocked up with Training Enhancements.

Wil is going to be a great resource for you, Character.

I think you should meet Andrew Fiore. Not only can he sell you quality electronics, but he's got information about lots of less savory business deals. He's helped more than a few heroes, especially with information about the Freakshow and the Family. Andrew has a lot of sources that give him access to Training Enhancements.

Andrew is a businessman first, but it's in his best interest to keep the heroes he works with up to date on information.

There's an amazing guy named Tyler French who runs a youth sports program; it keeps troubled teens off the streets. He hears a lot and likes to help heroes out, especially with the Tsoo and the Warriors. Tyler has access to Training Enhancements.

Tyler is really great for the kids, Character. Help him out however you can.

I think you should talk to Vic Garland. He's a civil rights activist who's doing some important work against the Freakshow. He's also more than a little curious about the Family. He could really use your help. Vic has access to Training Enhancements.

Vic is uncompromising and fiercely loyal.

I've been asked to introduce you to Lt. Gosford from the Paragon City Police Department. He runs a special unit that is focused on bringing down the Sky Raiders and the Council. Gosford's connections within the department give him access to Training Enhancements.

Gosford is used to working with heroes. You will get along fine.

My friend Justin Greene has asked to see you. He's a coordinator for his local community watch group. He used to be a hero, so he knows how to help you clean up groups like the Sky Raiders and the Council. Justin has access to Training Enhancements.

I think Justin will like you a great deal, Character.

If you can gain his confidence, Oliver Haak is a rich source of information on the occult. Don't be put off by his demeanor, Character, I know that you will impress him. He can really help you out against the Banished Pantheon and the Circle of Thorns. Oliver has access to Training Enhancements.

Your actions will speak for you with Oliver.

I'd like you to go see my friend Piper Irving. She's an anthropologist working here in the city. She knows a ton about the obscure beliefs of the Banished Pantheon and the Circle of Thorns. Piper knows where to get Training Enhancements.

I am sure you will find Piper quite knowledgeable.

Detective Rondel Jackson is a great guy to talk to if you want the police perspective on groups like the Sky Raiders and the Council. He's also the one to talk to if you need Training Enhancements.

Detective Jackson is a hardworking straight-shooter. He won't steer you wrong.

I have no doubt you will enjoy working with Professor Keller

Although he is a bit eccentric, Joseph Keller has a great deal of knowledge. He can greatly aid anyone who wishes to go up against the Banished Pantheon or the Circle of Thorns. Professor Keller has access to Training Enhancements.

There's a noted weapons expert named Jake Kim who's in town trying to stop the spread of illegal weaponry. He is focusing his efforts on the Freakshow and the Family. Jake has access to Training Enhancements.

Jake has a very specific agenda, but he can still help you clean up Paragon City.

The INS has a woman named Amanda Loomis who works well with heroes. She is trying to keep the Tsoo situation from turning any uglier than it already has, and she also has a deep interest in the Warriors. Amanda should be able to get you Training Enhancements.

Amanda likes to use metaphors, but she understands the realities of Paragon City all too well.

I've been asked to tell you that Lt. Colonel Hugh McDougal of the Pentagon's Hero Outreach Program would like to meet with you about the Freakshow and the Family. His military connections give him access to Training Enhancements.

This could provide excellent connections for you in the future, Character.

If you are looking for a partner to help you take down the Banished Pantheon, Andrea Mitchell would be a great choice. She is very dedicated and her connections are top notch. She also has a lot of interest in the Circle of Thorns. Andrea has access to Training Enhancements.

I have a good feeling about you and Andrea.

Have you ever heard of Wilma Peterson from the Department of Waste Management? She's one of the folks in charge of disposing of hazardous waste, like Rikti technology. You should stop by and see her sometime; she's got her eye on the Freakshow and the Family right now. Wilma has access to Training Enhancements.

Treat Wilma with respect and you will have a solid contact.

I know a rather interesting fellow named Hinckley Rasmussen. He works as a researcher for the Midnight Squad and takes an interest in helping heroes like you fight the Tsoo and the Warriors. Hinckley has access to Training Enhancements.

He is a bit eccentric, but Hinckley knows his stuff.

Cain Royce is strongly committed to his crusade against the Banished Pantheon and the Circle of Thorns. You would do well to have him as an ally. Cain can get you Training Enhancements.

Paragon City's evil-doers will soon feel the weight of this choice.

I'd like you to meet Lt. Manuel Ruiz from the Gang Unit. He specializes in running undercover operations, and he's always looking for trustworthy individuals to help him out with the Tsoo and the Warriors. The department supplies Lt. Ruiz with Training Enhancements.

Lt. Ruiz has put a lot of gangers away himself; he can help you do the same.

I think you should talk to John Strobel from the Citizen Defense Coalition. It's a group of ex-military and law enforcement officers that helps heroes like you from time to time. Right now their attention is focused on the Sky Raiders and the Council. John has a few sources that can get him Training Enhancements.

John is very patriotic and somewhat idealistic, but he's got a keen eye for trouble.

Level 25-29

Have you ever bought anything from Lorenzo Tate, the arms dealer? He can help you against the Devouring Earth and the Rikti. He has Training Enhancements.

Lorenzo is a character, but he gets the job done.

Eliza Thorpe from the Missing Persons Bureau has asked to see you. She could really use your help with the Devouring Earth and the Rikti. She needs to know what part they may be playing in the disappearance of Paragon City citizens. She has access to Training Enhancements.

Eliza will work very hard to help you. She is extremely dedicated to returning Paragon City to the hands of the people who live here.

Software Analyst

Justine Kelly calls herself a software analyst, though most people simply call her a hacker. Justine knows computers like the back of her hand, and she knows they can be valuable tools in fighting crime. In the world of computer crime, she's kind of a hero herself, and more than a few have theorized that she has some subtle super power related to computers. She handles the malicious hackers, software thieves, and other online miscreants herself, but more and more her computer problems have real world implications. That's when she calls in the big guns: any one of a number of heroes she has befriended over the years. She's always eager to pass on a tip or help out a hero. After all, in her own way, she's just like them.

I am really glad to see you. You know why? You've got the body and I've got the brain.

Greeting

  • There is a lot of crime that needs addressing.
  • Well, if it isn't my favorite hero. There's some bad mojo afoot.

Too Busy

Looks like you've got too much to do as it is.

No More Missions

You should help somebody else, Character. I haven't run across anything I can't handle.

Missions

Assist the Security Chief in Independence Port (24)

Briefing

Time to take a bite out of crime, Character. The Security Chief in Indy Port wants some help with those scumbags from the Family. Go lend him a hand.

Mission Acceptance

If you get a chance take a look at the Statue of Wavelength near the water. She was a speedster who fell in the Rikti War.

Assist the Security Chief

Unnecessary Solicitation

Help out the Security Chief with those Family goons.

Mission Objective(s)

  • Assist the Security Chief

Briefing

Here's some information on the area. We've been having a lot of trouble with the Family, especially in Crey Cove and Bell Point. I really need you to lend a hand.

Clue
Independence Port briefing

This is where many brave heroes defended the city against an invading space armada back in the 50's. Paragon City renamed the area Independence Port, in honor of the heroes who died in that epic battle. You'll see the big statue of Cassiopeia by the bridge; she was one of the famous heroes who died in that fight. It's a shame that organized crime runs the docks nowadays. The Family pulls all the strings here, despite the best efforts of law enforcement.

Keep peace in Independence Port

Unnecessary Solicitation

Deal with the Family for the Security Chief.

Mission Objective(s)

  • Keep peace in Independence Port
    • Defeat 20 Family

You have defeated 25 Family thugs.

Enemies

The Family

Debriefing

Nice job helping clean up a historic zone, Character!

Assist the Talos Island Security Chief (20-22)

Briefing

The conflict between the Warriors and the Tsoo for dominance over Talos Island is endangering innocents. The Security Chief over there wants your help.

Mission Acceptance

Both those bands of thugs need a lesson, Character.

Assist Security Chief

Unnecessary Solicitation

Talos Island needs your help, Character!

Mission Objective(s)

  • Assist Security Chief

Briefing

I need you to confront the Tsoo and the Warriors. Here are some basics about the area. If I were you, I'd look for the Tsoo in Helen Point or New Sparta. New Thebes and New Troy are typical Warrior hangouts.

Clue
Talos Island briefing

During the 1950's, the titanic hero Talos fought to save the city from a horrid beast called the Chimera. Talos wrestled the protean creature into the deepest waters of the bay, and their struggles somehow set off a volcano in the waters. Talos was killed, and the island created by the lava flow was named after him. Recently, a couple of gangs have been squaring off for Talos Island turf: the Warriors and the Tsoo. The Warriors have a fixation with gladiators; they carry swords and are often superb soldiers. The Tsoo seem to be a gang with some magical might behind them.

Discourage gang war

Unnecessary Solicitation

High powered gang wars have a heavy body count. Get to work.

Mission Objective(s)

  • Discourage gang war
    • Defeat 10 Tsoo and 10 Warriors

You have discouraged the gang war between the Tsoo and the Warriors.

Enemies

Tsoo
Warriors

Debriefing

That should quiet things down for a bit. Talos Island is in for a long war, I'm afraid.

Curtail the Sky Raider thefts in Terra Volta (23-25)

Briefing

The Sky Raiders have been conducting a lot of operations in Terra Volta. Security in that zone has had their hands full with the Freakshow and the Devouring Earth; they haven't been able to do anything about the Sky Raider attacks except catalog what's being stolen. I need you to curtail the Sky Raider thefts in Terra Volta. Can you do it?

Mission Acceptance

There have been a lot of thefts around the Raysun Petroleum Refinery and the Coroman Manufacturing Complex.

Unnecessary Solicitation

You need to defeat more Sky Raiders. Terra Volta needs your help.

Mission Objective(s)

  • Combat Sky Raiders in Terra Volta
    • Defeat 20 Sky Raiders

You have discouraged the Sky Raiders' thefts in Terra Volta.

Enemies

Sky Raiders

Debriefing

Great job in Terra Volta, Character. I think you showed the Sky Raiders that Paragon City won't stand for their wanton thefts.

Deliver package to Stephanie Peebles

Briefing

Have you ever been over to Striga Isle, Character? There's a woman there named Stephanie Peebles who needs our help. She's got all she can do trying to hold Port Noble together against the onslaught of the Council. Will you take this package over to Stephanie? I'd appreciate it if you didn't look inside. Oh, you might want to take some friends. It can get pretty dicey over there.

Mission Acceptance

The Council has managed to entrench itself on Striga Isle but good. If you can give Stephanie any assistance against them, I'm sure she'll be grateful. Of course, I hope you won't forget about your old friends here in Paragon City. We'll always be grateful for your help, too.

Here's the package. It's for Stephanie's eyes only.

Clue
Mysterious package

This package, intended for Stephanie Peebles, has a strange scent. Try as you might, you can't quite place it.

Unnecessary Solicitation

Stephanie's waiting for that package.

Mission Objective(s)

  • Go see Stephanie Peebles

Debriefing

Thanks for the package, Character; I'm grateful. So, what do you think of Port Noble? Doesn't look like much, maybe? Well, it's my home. I've been doing what I can to kick those Council goons out, but I need more help. I'd appreciate it if you could stick around.

Otherwise, you can keep following leads from your other contacts. I'll always be here, and I'll always be grateful for assistance.

Editor's Note:

There is no debriefing from your original contact for this mission and no experience is given for it. Additionally, the mission will drop off your mission list automatically and you are not required to return to your contact to remove it. This is because it is intended to be an introduction to the contact Stephanie Peebles, and the Striga Isle arcs by extension.

Get the records (20-25)

Briefing

The secretive Lost have been scavenging Rikti technology and selling it to the highest bidder. The government has declared all sales of Rikti tech illegal, but that's not enough to deter the more ruthless corporations from buying it. Bringing the buyers to justice has been all but impossible, since the Lost work hard to maintain the secrecy of the deals. But I've got a tip on a hideout where the Lost are keeping some records. I just need a brave hero to go in and get them.

Mission Acceptance

Those records could really help us stop the trade in illegal Rikti Technology

Unnecessary Solicitation

I need every scrap of evidence you can find.

Mission Objective(s)

The long shadows give this old warehouse a spooky feeling.

  • Defeat Lost leader and his crew
    • 5 files to collect

You have collected information on the companies that purchased scavenged Rikti technology.

Enemies

The Lost

Notable NPCs

  • None
Clue
Evidence

The files contain information on the Lost's sales of scavenged Rikti technology. Several of the Lost's buyers are listed by name.

Debriefing

You handled that one well, Character. I'll make sure that all of the evidence gets to the right people. The Rikti nearly destroyed the world, and even the technology they left behind has all kinds of dangerous traps built into it. Greedy people will do anything to get ahead though, even if it means risking their lives and those of their customers. As long as there are heroes like you to stop them, they're going to have a tough time of it.

Help fight the Lost (22-25)

Briefing

The engineering staff in Terra Volta have spotted members of the Lost skulking around the reactor complex. Terra Volta is under near-constant attack as it is, and the last thing that they need is to have the Lost planning something there as well. The Terra Volta staff have asked for a hero to help fight the Lost.

Mission Acceptance

Lost have been spotted in the Gordon Trench sector and the Raysun Petroleum Refinery.

Unnecessary Solicitation

The engineering staff is having trouble effecting repairs to the reactor with all those Lost in the area. You've got to lower the Lost's numbers.

Mission Objective(s)

  • Combat Lost in Terra Volta
    • Defeat 20 Lost

You have made Terra Volta safer from the Lost.

Enemies

The Lost

Debriefing

You did well against the Lost, Character. We may not know what they're up to, but at least they know that heroes like you will be ready to stop them.

Keep the Lost out of Terra Volta (22-25)

Briefing

The Lost have been appearing in Terra Volta with greater frequency, and it's starting to push the situation there over the edge. The last thing that Terra Volta needs is another group of attackers in the siege against it. The city needs Terra Volta, and Terra Volta needs the protection of the city's heroes. Can you keep the Lost out of Terra Volta?

Mission Acceptance

You're an inspiration to the city, Character. You might want to concentrate your efforts on the Challenger Technology Complex and the Raysun Petroleum Refinery; a lot of Lost have been spotted in those areas.

Unnecessary Solicitation

You'll need to defeat more Lost to ease the tensions in Terra Volta.

Mission Objective(s)

  • Combat Lost in Terra Volta
    • Defeat 20 Lost

You have decreased the tensions in Terra Volta.

Enemies

The Lost

Debriefing

Without the constant work of heroes like you, Terra Volta would have fallen months ago, And with it would have gone the force fields that help keep our city zones safe. Character, Paragon City owes you its thanks.

Recover the stolen weapons (20-25)

Briefing

Last week the Sky Raiders hijacked a police transport carrying confiscated weapons. I just got a lead on the base where they're storing their ill-gotten gain. I need you to recover those weapons, Character. Be careful; this base is under the leadership of Officer Slizewski. I hear he's a tough customer.

Mission Acceptance

This could be a good chance to get information on the Sky Raiders and their operations.

Unnecessary Solicitation

I don't see any stolen weapons around here, do you?

Mission Objective(s)

You know that Officer Slizewski won't give up the weapons without a fight.

  • Stop Officer Slizewski, his squad
    • Find the stolen weapons

Enemies

Sky Raiders

Notable NPCs

  • Officer Alvarez/Bell/Benatar/Crowe/Emmert/Evans/Jones/Nader/Slizewski/Waynewright (Sky Raiders Captain)
Clue
Stolen weapons

The serial numbers on these weapons identify them as the ones stolen from the Paragon City Police Department.

Clue
Sky Raiders' tactical plans

These concise plans for an upcoming operation detail a number of tactics the Sky Raiders plan to use. All these techniques are described with military precision.

Clue
Portable hard drive

This small device contains information compiled by Officer Slizewski on potential recruits. The potentials include several mercenaries, a few agents from other villain groups, and some military personnel.

Debriefing

I've heard that the Sky Raiders frequently hire themselves out as mercenaries, that's probably why they stole those weapons from the police. It's a good thing you're around to put a crimp in their operations!

Save the lab from the Sky Raiders (20-25)

Briefing

I've gotten an urgent message from a contact of mine, Paula DeSotto. She works in a military laboratory that's been trying to get a trace on some of the Sky Raiders' stolen goods. They recently picked up a signal from some beacons placed on some high end military weaponry. But before she could call in her superiors, the Sky Raiders traced the signal back and attacked! I need you to get over there and save that lab from the Sky Raiders!

They've got a lot of important equipment in that lab, Character. If you can't get the hostages out and protect their equipment, I'm afraid this mission will be a failure.

Mission Acceptance

You need to save the scientist and their equipment. It's critical to the fight against the Sky Raiders.

Unnecessary Solicitation

That lab is still in danger from the Sky Raiders!

Mission Objective(s)

A scream echoes down the metal corridor.

  • Stop Sky Raider attack
    • 3 people to save, Protect the equipment

You have saved the lab from the Sky Raiders.

Enemies

Sky Raiders

We've got to take out the equipment!
You won't stop us!

Notable NPCs

  • Scientist x2 (NPC Hostage)

We should have known the Sky Raiders were onto us!
This lab is too valuable to lose!

  • Paula DeSotto (NPC Hostage)

I knew someone would come!

Debriefing

I'm proud to be working with you, Character. Not only did you save a friend of mine, but you saved a valuable military effort as well. As long as we can keep tracking the Sky Raiders' stolen equipment, we can put a stop to their mercenary activities. I have no doubt you'll be of great use in that regard.

See Dark Astoria Security Chief

Briefing

I need you to report to the Security Chief for Dark Astoria and help fight the Banished Pantheon. He didn't give me any details, but he sounded swamped.

Dark Astoria can get under your skin if you let it. Just focus on the job at hand.

Mission Objective(s)

  • Assist the Dark Astoria Security Chief

Briefing

The Pantheon is causing a lot of trouble around here, especially in Romero Heights and Raimi Arcade. Take this briefing and get out there.

Clue
Dark Astoria briefing

The maps say 'Astoria', but this place has always been 'Dark Astoria' to the people of Paragon City. The cemetery up there dates back to the prehistoric era, and there's sort of a spooky quality to it. Of course, very few people go in there anymore—not since the dead started crawling out of the ground! We're pretty sure it's the Banished Pantheon behind it all. They've got the magic to do it. You get rid of a few zombies, more come back. Even worse, there's a giant zombie in there. That's why the authorities have abandoned the place. Heroes should go in there only in small teams.

Mission Objective(s)

  • Keep the peace in Dark Astoria
    • Defeat 20 Banished Pantheon

+++ Missing Information +++

Enemies

Banished Pantheon

Debriefing

You seem to have come through that all right. You have nerves of steel.

See Siren's Call Liaison

Briefing

I don't know if you realized this, but as we speak, Paragon City is under assault. Over in Siren's Call, Lord Recluse and his men are making every effort to get themselves a foothold. If we let them manage it, we'll be in serious trouble. I'd appreciate it if you'd go speak with the Longbow Warzone Liaison over in Steel Canyon. She could use the help of heroes like you.

Siren's Call is a PVP zone, where you may be killed by other players.

Mission Acceptance

The Warzone Liaison can help you get the right contacts in Siren's Call.

Unnecessary Solicitation

The Warzone Liaison wants to speak to you about Siren's Call.

Mission Objective(s)

  • Talk to Warzone Liaison

Debriefing

If you're ready to take on a real challenge, you can be a big help to Longbow here in Siren's Call. We have to push Arachnos out. If you're willling, you can talk to Agent Brinson. He's got a number of missions that will swing the battle in Longbow's favor. Or you can talk to the Security Chief at the Longbow Base; he can tell you all about bounties.

Siren's Call is a PVP zone. If you enter, you may be killed by other players. Do not enter if you are not willing to risk this.

Debriefing

I hope the Warzone Liaison gave you the info you need to help out in Siren's Call. It would be a shame to lose that zone to Arachnos.

Stop the Sky Raiders from tampering with the teleportation grid (20-25)

Briefing

I just heard the Sky Raiders are planning an attack on a Crey research lab. The facility is working on new energy field stabilizers for Portal Corporation, and I think I know why the Sky Raiders are interested. It seems that one of these field generators could be used to override the teleportation grid the city uses to rescue endangered heroes. You've got to stop the Sky Raiders from tampering with the teleportation grid. You only have 75 minutes to stop the Sky Raiders.

Mission Acceptance

If you can deactivate all the field stabilizers, the Sky Raiders won't be able to interfere with the teleportation grid.

Unnecessary Solicitation

If the Sky Raiders shut down a section of the teleportation grid, it could be curtains for several of your costumed comrades!

Mission Objective(s)

There is no sign of forced entry, but a shouted order tells you the Sky Raiders are here.

  • Defeat all Sky Raiders in lab (Timed, 75 minutes)
    • 3 field stabilizers to shut down

You stopped the Sky Raiders from tampering with the teleportation grid.

Enemies

Sky Raiders

Notable NPCs

  • Jump Bot Incinerator (Boss)

Debriefing

You really performed under pressure, Character. I don't want to think about what would have happened if the Sky Raiders had managed to access the teleportation grid. Instead of the hospital, injured heroes might have found themselves in a Sky Raider brig!

Test the Genetic Restabilizer on the Lost (20-24)

Briefing

SERAPH came up with some gizmo they want you to test on the Lost. It's called a Genetic Restabilizer, and it should affect the Lost's destabilized gene structure. What do you say, Character? Ready to take on the Lost in the name of science?

Mission Acceptance

I'll never give up hope that we may someday be able to help the Lost.

Ambush! Upon acceptance of the mission, there will be an ambush by The Lost.

Temporary Power

The hero will receive the Genetic RestabilizerThis power can be lost when you return to the contact that bestowed it. temporary power.

Power

Ranged, Foe Hold

This device can stop mutations and even begin a reversal of the process in certain cases. The effect, however, can temporarily render a victim helpless and unable to defend himself. The Genetic Restabilizer has 12 charges.

Unnecessary Solicitation

SERAPH will be interested in any data you can produce.

Mission Objective(s)

Here's the Genetic Restabilizer. Be careful out there.

  • Try Genetic Restabilizer on Lost
    • Defeat 20 Lost

You have enough data on the Genetic Restabilizer.

Enemies

The Lost

Debriefing

Thanks for this data, Character. Maybe now SERAPH will be able to figure out what has happened to make the Lost change so drastically.
