Merisel Describes herself as freelance investigator. In reality, she's part hacker, part reporter, and part private eye. She made her fortune in the dot-com craze before the Rikti War and continues to do security consulting for a number of high profile Internet companies. But lately she finds herself fighting against big business more often than protecting it. She's famous for her outspoken advocacy of small businesses, open source software, and other causes that she thinks of as 'societal equalizers.' her online persona is a closely guarded secret, but more than a few people suspect she's the renowned hacker, Cipher, who's been responsible for several acts of anti-corporate cyber-espionage

Defeat Council in Brickstown

Briefing

The Council has recently made a habit of sending War Wolves to the streets of Brickstown to 'relax'. And by relax, I mean terrorize the local population. That can't be allowed to continue and I'm asking you to fight it. I would like to see you hit the streets of Brickstown and show the Council that people aren't their play toys.

They've been sending up a lot of War Wolves into Seven Gates and the Abyss Towers, but whatever you're fighting and wherever you're doing it, the message will get across.

The Council's upper echelons have ordered the troops to curtail their wilder activity, for now. I just got a call from a municipal office. They've got a serious situation there; the Devouring Earth are raiding the building. They're doing their best to keep the doors braced, but they can't hold out for long. I need you to save those people from the Devouring Earth. There's no time to waste.

Briefing

The Devouring Earth are a terrible threat to the future and safety of Paragon City, and their numbers keep on growing. Heroes need to fight the Devouring Earth's monsters wherever they appear. Can you do your part against them?

Devouring Earth's creatures have been seen in Crey's Folly, and of course they're all over in Eden. Anywhere you can stop them will help, though.

Crey's Folly is an environmental wasteland, heavily polluted after the Rikti blew up a secret Crey facility in the early days of the war. The Devouring Earth have been making inroads into the area, accosting any one else they find there and making it impossible to even properly asses the damage. I need a hero who can get to Crey's Folly and help clear the Devouring Earth out of there.
