I hope you already had your good day, Character 'cause I am about to make it a lot worse. I was told to get word to you that the Council is planning to kidnap Congressman Mills and his entire staff. Mills is giving a speech in Jannissey Heights today, and I'll bet good money the Council plans to strike there. You need to get to Jannissey Heights right away to save Congressman Mills. You'll only have 90 mintues to save those people.

The clock is ticking on this one, so listen carefully. The Council will be after not just Congressman Mills, but all of this staff. You'll have to rescue every last volunteer. Saving them isn't the end of it though; you'll also need to defeat Archon Chaney, the operative in charge of the assassination. Otherwise, those people will never be safe.

Congressman Mills wanted to thank you for rescuing him, but the Secret Service wouldn't let him come in person. I can understand their caution. To the one this world calls 'hero' :
It was fortune alone that began this, a twist of fate that allowed you to be the one to intervene. But that is the nature of fortune, to test those who would be greater than those around them. When you disrupted the strike against the document warehouse, I thought perhaps that fortune was coming into alignment. I did not yet take steps to force fortune's hand, however.
Your further tenacity was overwhelming to me, as you rescued all of the kidnapped historians. It is also, I would guess, at this point that you first head the name of Wolfgang Ubelmann from the men you rescued.
Now having seen a measure of your quality I decided it would be time to employ your ability. A tip was sent to you anonymously on my order, and enabled you to prevent the theft of more documents to be used in Ubelmann's plans.
You needed no help from me to learn of the kidnap of James Bartlett, known to you no doubt by the more colorful name 'Thunderhead.' However, I sent aid to you in the form of his location. From him too, you no doubt heard the name Wolfgang Ubelmann.
Once again, I gave you aid to stop Ubelmann from securing the devices and data he sought. You performed admirably, a true credit to your kind.
Time was growing short, and fortune turned against both of us in ways you did not know. It was a sacrifice, but I revealed Ubelmann's location to you at great cost. Fate is often cruel, however, and Ubelmann escaped. But the clues I left for you were enough to reveal his true nature.
Now that you understood Ubelmann's true point of origin, I am sure his motives were clear to you. A time traveler, he sought to glean knowledge and technology from our present to return to the past and change his future. Using my information, you were able to disrupt his plans by capturing the equipment he depended on.
And so the final stage was set. Upon it you played your part, capturing Ubelmann and ending his threat.
But you may wonder what were my reasons for betraying a man I knew so long ago, for helping you to stop a victory by the Axis powers whom I once served. It is no great surprise. Take but a moment and consider the course of history from my point of view. If the Axis had won, if their rule had extended across the Earth in a thousand year Reich, then consider what place I would have held within it. Perhaps a mere princeling of some minor state, perhaps forced to the periphery by those with more voice in the halls of influence. My 5th Column, my power, would never have existed. Ubelmann's presence was good for morale, but his victory would have destroyed us, destroyed all of us utterly.
I cannot say that you have gained my respect, but I will acknowledge that you fought well. Drink deeply of your success. Bask in the adulation of your peers. Savor this victory. Know that you have saved your world and this moment from the shadow of history. But you have only saved it for now. Do not think that you have saved this world for your future. Know that you have saved this world for my coming Dominion.

Mostly we just sit on piles of moldering paper and occasionally send a document to someone on a Freedom of Information request. Most of the files we have here date back to World War II. What would anyone want with that old stuff?'

I just received an anonymous tip that the 5th Column is still investigating World War II history. Seems there's a warehouse in this city that has a bunch of old FBI files on civil and military leaders and heroes from the 1940's. The government hasn't touched the place in decades, but it sounds like the 5th Column is eager to rummage through it now. Can you stop the 5th Column from getting those files?

This box is filled with old files on American heroes from World War II. Most of the extensive files are intact, but one is missing. A quick search reveals that they took the file on Thunderhead, a hero who fought in Europe and North Africa.

So the FBI had full files on all the heroes from the war years? That's not too surprising, really. But why would the 5th Column take the file on Thunderhead? From what I understand, Thunderhead's days as a hero are ancient history. Still, I better check on him. Last I recall he was still alive.

Briefing
After that 5th Column raid on the old FBI files I did some checking. Turns out that the World War II era hero Thunderhead is still alive in retirement. Jim 'Thunderhead' Bartlett goes by his civilian name these days, it looks like someone's out to upset his retirement. His granddaughter just reported that he's been kidnapped by the 5th Column! Fortunately, my anonymous tipster is still on the ball. I have a good lead on where we can find him.
As far as I'm concerned, Thunderhead's still a valuable resource to this community. If anything happens, we may have to consider this one a failure.

The identity of the last test subject jumps off the page at you: an intelligence officer named Wolfgang Ubelmann.

Lt. Wolfgang Ubelmann must be stopped. Now that he has gathered much of the information he sought, he will soon attempt to complete the purpose he was sent here for. Even now his is likely attempting to jury rig a device to return him to his original point of origin. This cannot be allowed.

All the interest in the Second World War, the way he acted like he knew 'Thunderhead' Bartlett, the tech thefts, and the mention of his name in that book. I hate to think it, I hate to say it, but it would explain so much. Wolfgang Ubelmann may be a time traveler from the 1940's. A man from the past sent to observe the future. With the information he now has, he could change his future, our present. It would explain everything. Everything, that is, except why that 5th Column informant is trying help us stop him.

It seems that he'd already suffered a massive radiation overdose during his trip through time. The doctors give him a year at the outside, and that's only because of the Ubermenschen enhancements the 5th Column gave him.
It's ironic. Even if Ubelmann had made it back to the past, he never would have lived to see the future.
This letter came. I haven't opened it, but it's addressed to you from Requiem. The Requiem. The villain from the 40's, the one who led the original 5th Column. I don't know if it's real. I really hope that it's not. But old evils like him seldom just disappear.

I've had some contacts of mine keeping an eye on their project, and I have a breakthrough that needs investigating. I've gotten word that a Dr. Ricci, the Archon of a Council Base, has pioneered a new Cor Leonis project. Capture Dr. Ricci and I'm sure he can lead us to the main lab.
Dr. Ricci is your main objective. He's a base commander, so he's sure to be well protected and isn't likely to go down without a fight. Once you have him, he should be able to tell you what you need to know to find the main research facility.

This research file contains the gruesome data on Cor Leonis experiments dating back to the 1940's. Buried amongst the numbers are reference to data from the radical 'Vampyri' process. Recent research notes talk about the cross-application of radical genetic enhancements.
The markings on these vials of gene samples indicate that the Council has been trying to alter its methods of making Cor Leonis, forgoing their normal regimen of drugs and cybernetics in favor of a model based on genetic research.
These mechanical and bio-mechanical cyborg parts include stronger replacements for bones, muscles, skin and even nerve tissue.

Exarch Labs just reported a break-in by Council agents. Their vaults contain several Rikti weapons and other pieces of alien technology left over from the Rikti War, none of which can be allowed to fall into enemy hands. It gets even better, though, because the Sky Raiders know about the theft, and might make a play for the same prize in the confusion. It's going to take heroic action to stop the theft of Rikti technology. Once this is started you'll have to hurry. You only have 90 minutes to stop the break-in.
That Rikti stuff is probably the most dangerous technology on the planet. Hurry!

Upon his rescue, Dr. Boyd told you: 'The Council was interested in two specific pieces of Rikti Technology that we call the Manifold Resonator and the Resonance Disrupter. Their Full functions aren't known, but research on them could revolutionize several key areas of physics. They're also looking for reports we were preparing on a recent autopsy of a Rikti soldier and an overview of Rikti technology that we prepared for congress.
This piece of Rikti Technology was used in Rikti Portals to maintain field stability through the travel process. It has been modified to allow a single person to teleport a short distance a limited number of times, but has a slight side effect on use.
This piece of modified Rikti Technology came from a piece of a Rikti Portal and can make the user out-of-phase with reality for a short time, at great cost to the user's health.
These files constitute sections of a report meant for congress on the world's current understanding of Rikti technology. Though much of it is encrypted, you note certain frequently mentioned elements, such as the Rikti's mastery of force fields. You also see that the report mentions that the Rikti apparently have no practical knowledge of nuclear power.
This file details the autopsy of a Rikti soldier. Much of the file has been encrypted by powerful ciphers, including nearly all of the anatomical photographs.

The Resonance Disrupter bends light around you to make you completely Invisible. While this power is active, you are all but impossible to detect. If you attack while Invisible, you will be detected, although you will still have a huge bonus to defense. This technology is unstable, and you will take damage over time as long as it is active. Will not work with other self-targeted concealment related powers such as Stealth or Invisibility.

The Sky Raiders have a grudge against the group the Council recently took over; when political zealots clash, things can get pretty ugly. I guess things haven't changed just because that group's under new management.

The Warriors are flexing their muscles again. This time one of their leaders, Agamon, has set up a contest in an old warehouse against one of the Freakshow, called the Champ, to prove who is superior. Bad guys beating on each other isn't that big a worry, but whichever side loses will probably take out their frustration on any innocent person who happens to be in the way. Go to the warehouse, defeat Agamon, the Champ, and anyone with them. We need to stop their games.
There are certain to be enemies from both groups all over the location, but you don't have to defeat all of them to bring an end to this. If you can defeat Actaeon and the champ and all of their hangers-on, that should be enough.

When Oswald Price built the first electrical power plant in Paragon City, he placed it on a verdant, underdeveloped island in the middle of the city's port. Drawing on his classical education, he named the island 'Terra Volta'. Oswald's island soon blossomed with industry, as manufacturing companies sought the proximity of the port and power plant. The plant eventually gave way to a modern nuclear facility, but Terra Volta remains the city's primary power source. Unfortunately, it has not remained industrious. Many companies abandoned their factories during the Rikti War, fearing an attack on the plant. As a result, several villain groups now make their home on the island. The nuclear power plant remains under the city's control, but no one knows how long it will stay that way.
