The Seers are an ally and enemy group in Praetoria.

Like Lady Justice herself, the Seers stand vigilant over their city and keep her citizens safe from themselves. They are uncompromising but fair in all their judgments. The Seers put a stop to crime before it even happens.
The Seers are possibly the greatest law enforcement officers ever created. The Seer Network blankets Praetoria City, rooting out criminal thoughts and then reporting them to the Praetoria Police Department. Once suspects are apprehended and brought in on charges, they are subjected to a more thorough scanning by Seer Beholders and PPD Interrogators who discover the truth of the situation.
Thought crime does not carry a harsh punishment, however. Those found guilty are merely subjected to resocialization and reeducation regimens that correct the mental imbalances that are the source of such criminal behavior. Once rehabilitated, a prisoner's citizenship is reinstated, and he or she is returned to his or her normal life. Praetoria's thought criminal prison, the Behavioral Adjustment Facility, is a small, efficient institute that concentrates on correcting the problem, not just the symptoms.
Unfortunately, the heroic and self-serving Seers have short life spans, though their life spans are longer than they would have been without Seer training and augmentations. Every Seer was at one time an unstable and dangerous psychic. Careful screening detects these individuals before they can become a danger to the city, and they are given a choice: live out the rest of their short lives in the Mother of Mercy Psychiatric Hospital where they will be monitored and cared for, or become Seers and use their powers to do good for the city. The majority chooses to help others, and thanks to the Seers' noble sacrifices, Praetorians live in a world with little fear of crime.

Scanner
The Seers use their telepatic powers to root out anyone plotting against the status quo in Praetoria. Although they work in close concert with the PPD, it is well known that they were created by Mother Mayhem and she ultimately controls their fate.

Trackers are adepts at picking out particular thoughts among the sea of confusion generated by the minds of Praetoria. They can be given a subject or word to listen for, pluck it out of the air and lead PPD forces right to the person whose thoughts they are hunting.

Telekinetic Blast Ranged, Moderate Damage (Smash/Psionic), Foe Knockback
You can use Telekinesis to Blast a targeted foe with the power of your mind. This attack deals Smashing and Psionic damage, and can knock your opponent back. Damage: Moderate. Recharge: Moderate

Scryer
Scryers are among the elite of Mother Mayhem's Seers. They make up the rank and file combatants among the elite. They specialize in tearing their foes minds apart with their mental assault while peering into the mind of their foes to find their weakness.

This basic attack does moderate Psionic damage, and can slightly reduce a target's attack speed. Damage: Moderate
Subdual Ranged, Moderate Damage Over Time(Psionic), Foe Immobilize
Subdual deals moderate Psionic damage and may leave the targeted foe Immobilized for a brief time. Immobilized foes cannot move but can still attack. Damage: Moderate
Reveal Weakness Ranged Foe -DEF, -RES (All)
The Scryer peers deep into their victim's mind and finds what they are most vulnerable to. Targets affected by this power have their defense and damage resistance reduced for a short time.

Seeker
Seekers are among the elite of Mother Mayhem's Seers. They make up the rank and file combatants among the elite. Seekers have the ability to mend others' wounds with their minds as well as augment their allies with mental wards.

Soothe Mind Ally Heal
Heals a single targeted ally for a moderate amount of health. You cannot use this power to heal yourself.
Fortitude Ally +Defense, +Damage, +Accuracy
Fortitude immensely enhances a single targeted ally's accuracy, damage potential, and defense. The target ally will even take less damage from those few attacks that do hit him. Fortitude even protects the target ally from psionic attacks and damage.
Fortune Toggle, PBAoE, Team +To Hit, Res(Status Effects)
Seekers are Seers that specialize in reading the thousands of possible futures and finding the ones that are most likely. By being able to do this, they are able to predict their enemies' actions with relative ease. While this power is active, the user and all nearby allies will receive a bonus To Hit as well as resistance to status effects.

Viewer
After a Scanner has been under Mother Mayhem's mind for a time one of three things happen. Most of them burn out. A smaller percentage shows no indication of greater ability and remains where they are in the ranks. Finally the smallest faction demostrates the ability to penetrate more deeply into a subjects mind and is advance to Viewer status.

Minshadows are the closest thing the Seers have to elite field agents. They are combat trained, and their psychic link to T.E.S.T. Rangers gives them the ability to summon deadly back up.

Diviners are among the elite of Mother Mayhem's Seers. They are mid-rank combatants among the elite. They specialize in crushing their foes in close range combat.

Psionic Slash Melee, High Damage(Psionic), Target -Recharge
Grip the minds of your foe with a Mind Probe. You must be in close proximity to pull off this attack that wrecks havoc on your foes synapses, dealing high Psionic Damage while reducing their attack speed. Damage: High
Dominate Mind Melee, Moderate Damage(Psionic), Foe Hold
You crush your target's mind dealing moderate psionic damage over time as well as having a chance to hold your foe for a short time. Damage: Moderate DoT(Psionic)
Drain Psyche PBAoE Foe -Regen, -Recovery; Self +Regen, +Recovery
You Drain the Psyche of you nearby foes, thus weakening their Hit Point Regeneration and Endurance Recovery and boosting your own.

This woman was formerly a Seer. Her cybernetics have been surgically removed. This is dangerous as she could become unstable and lash out with her power at any moment.

Hypnotize painfully enraptures a target with psychic energy rendering him unconscious. The target will remain asleep for some time, but will awaken if attacked.
Dominate Ranged, Foe Hold
Tear at the mind of a single target foe. Dominate renders a single victim helpless, lost in his own mind and unable to defend himself.
Mass Hypnosis (Psionic) Targeted Area of Effect, Foe Sleep
Hypnotizes a group of foes at a distance and puts them to Sleep. The targets will remain asleep for some time, but will awaken if attacked. This power deals no damage, but if done discretely, the targets won't even be aware of your presence.
Total Domination (Psionic) Targeted Area of Effect, Foe Hold
Tear at the mind of a group of foes around one targeted foe. Dominate renders its victims helpless, lost in their own mind and unable to defend themselves.
