Briefing
The Tsoo are escalating their war against the rest of the gangs of Paragon City. The situation is getting tense, and violence looks imminent. I want you to take some territory back from the Tsoo. We need a buffer zone between them and the rest of Paragon City's gangs.

Those guys at SERAPH created something called a Lethargy Inducer. They'd like you to test it against the Tsoo.

You will gain the Lethargy Inducer
temporary power upon accepting this mission. The power will be lost upon returning to the contact.
