Scrapper's Strike: Recharge/Critical Hit Bonus
This is an enhancement in the Scrapper's Strike set.
Unique: No more than one enhancement of this type may be slotted per build.
Global: This enhancement functions as a set bonus and is always on, even if in a toggle that is turned off or even if the power is greyed out because of exemplaring. However, the bonus of this Special IO is turned off if one exemplars more than three levels below the level of the Special IO itself, unless it's from a PvP Set, in which case, level doesn't matter and it will always work.
This enhancement is available as a random reward through the purchase of Heroes and Villains Super Packs.
Effects
This enhancement increases the critical hit chance against players and minions by 2% and against most other enemies by 4%.
This enhancement improves the recharge time of your power by the following amounts:

How to Obtain
This enhancement cannot be bought from stores. It must be obtained by opening Heroes and Villains Super Packs, from Reward Merit Vendors for 100 Reward Merits, from another player at the Auction House, or by trading. It is not a drop.
