The Phantom is a special enemy concept which never developed fully. This enemy type has found its way into the game occasionally as a [[bug]] showing up in Newspaper missions. They use [[Sonic Attack]] powers and can drop magic salvage.

According to [[Dr. Aeon (Developer)|Dr. Aeon]], the Siren's Call Phantoms are citizens who were killed during the destruction of [[Siren's Call]].
